By 1990, the total number of international and domestic tourists in the world had exceeded 5 billion, and the total income reached 2.9 trillion US dollars, accounting for 12.3% of the total consumption of goods and services in the world that year.
According to the annual report published by the World Tourism Council, tourism has become the largest industry in the world since 1992. The development of tourism has made great contributions to the economic development of the world and other countries in terms of its total income, employment, value-added, investment and tax payment.
As international tourism is an integral part of the world economy and has broad prospects, all countries are making efforts to explore and actively participate in the competition in this field. The current situation conforms to the overall pattern of the world economy. International tourism is highly concentrated in economically developed European and American countries, and international tourists in this area generally account for more than 80% of the total number of tourists in the world. Such as Spain, America, Italy, France and Britain, have obvious advantages.
China's tourism industry is a rising industry after the implementation of the reform and opening-up policy in the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China (CPC). Although China is rich in tourism resources, famous mountains and rivers, and many famous historical and cultural cities, China's tourism facilities are backward due to its closed doors in the past few decades and the country's financial difficulties and long-term lack of investment in tourism. In the past ten years, due to the deepening of the reform and opening-up policy and the efforts to catch up, China has made remarkable progress. However, due to various constraints, there is still a big gap compared with developed countries, which is far from meeting the requirements of international competition and domestic economic development.
Take 1990 as an example, China's tourism revenue is 28.6 billion yuan, accounting for only 0.12% of the world's total tourism revenue in the same year; 1990 The number of organized international tourists in China was 4.25 million, which was only 1% of the number of international tourists in that year, and both were very few.
The ranking of China's tourism industry in the world tourism rankings is from 1978 to 1, ranking 4th in the world1. After more than ten years' efforts, it jumped to the 25th place at the end of 1980s. However, compared with some Asian countries (regions), South Korea's ranking rose from 38th to 13, Thailand from 24th to 14, and Hong Kong from 17 to 10. On the one hand, the above situation shows that China's tourism industry has developed in recent years, on the other hand, it also shows that the development speed is not fast and its status is still lagging behind. It is not commensurate with China's rich tourism resources.
There are many reasons for the slow development of tourism in China: (1) China's tourism market has been highly protected by the state for a long time and has been closed. Because tourism is an industry with low input, high profit and high foreign exchange income, the state protects it by monopoly. For example, as a leading travel agency in tourism, foreign capital is not allowed to get their hands on it, nor is it allowed to operate in the form of Sino-foreign joint ventures or wholly foreign-owned enterprises, resulting in the tourism market still being closed.
As we all know, the key to developing international tourism lies in the source of tourists, which is the basis of developing tourism, and the source of tourists mainly depends on travel agencies to find ways to organize. At present, China International Travel Service, which is mainly engaged in tourism, lacks international network, is weak, and there are not many ways to "wait for the rabbit", so that it is unified but inactive.
(2) China's tourism facilities and infrastructure are backward, with less state investment and imperfect "soft" and "hard" environment. Due to financial difficulties, China has little material investment in tourism facilities, and basically implements the policy of "supporting tourism through tourism". Projects that cost a lot of money can't go up, and they can only be simplified because of poverty. As a result, the facilities are incomplete, and some tourist attractions located in the central and western regions are not convenient for direct civil aviation, or the passenger capacity is poor due to flight restrictions; Railways are often overloaded; In addition, the imperfect transmission of posts and telecommunications and information communication have seriously restricted the development of China's tourism industry.
Some people say that China is rich in tourism resources, with beautiful mountains and rivers, and nobody cares about it. But the fact is that it is difficult to attract a large number of tourists without good tourism and related service facilities and perfect soft and hard environment.
(3) The tourist facilities are not matched and the service quality is poor. The so-called tourism actually includes six elements: accommodation, food, transportation, travel, entertainment and purchase. Since the reform and opening up more than ten years ago, China has only made a small amount of direct investment in the above-mentioned tourism service facilities, but in terms of utilizing foreign capital, some projects are open and some projects are not open, resulting in the service facilities are not matched.
Generally speaking, foreign investment is mainly limited to hotels, and other tourism facilities such as transportation and commercial shopping are also involved, but the proportion is small and the investment is limited. For the construction of scenic spots, foreign capital can't get involved except for the resorts designated by the state, so the facilities in the scenic spots are backward, and the sanitary conditions are poor. A few years ago, an old foreign tourist fainted in the toilet because of the stench in the scenic spot.
In addition, poor service quality is common in tourist attractions. Fees often lack uniform standards, and Chinese and foreign tourists are different. The variety of tourism consumer goods is monotonous, lacking high-quality and novel products, and there are often some old faces such as cloisonne vases and mahogany carvings on the shelves, which cannot guide tourism consumption.
(D) The organizational structure of the tourism industry is unreasonable and lacks the market competition mechanism. Under the high protection of the state, China's international tourism enjoys the privilege of operation, lacks the introduction and incentive mechanism, and cannot fully mobilize the enthusiasm of all parties. Moreover, there is a phenomenon of separating government from enterprise in the system, and tourism enterprises have not really entered the market and become independent and self-financing, which restricts their own development.
At the same time, due to China's financial system, different regions have their own ways in a few tourism investments, and there are market segmentation, redundant construction and local protectionism. In this case, it makes the tourism industry more competitive and weak in the fierce international tourism market competition.
