First, the provinces finalized by the Belt and Road Initiative:

1, six northwestern provinces: Xinjiang, Shaanxi, Gansu, Ningxia, Qinghai and Inner Mongolia;

2. Three northeastern provinces: Heilongjiang, Jilin and Liaoning;

3. Southwest provinces: Guangxi, Yunnan and Tibet;

4, 5 provinces: Shanghai, Fujian, Guangdong, Zhejiang, Hainan;

5. Inland area: Chongqing.

Second, the deep meaning of the Belt and Road:

The Belt and Road Initiative refers to the Silk Road Economic Belt and the Maritime Silk Road, and will fully rely on the existing bilateral and multilateral mechanisms between China and relevant countries and the existing effective regional cooperation platform. The Belt and Road Initiative will not overlap or compete with the existing cooperation mechanisms such as the Shanghai Cooperation Organization, Eurasian Economic Union and China-ASEAN (10+ 1), but will inject new connotation and vitality into these mechanisms.

The Belt and Road Initiative inherits the open tradition of the ancient Silk Road, absorbs the open regionalism of East Asian countries, adheres to the spirit of openness and tolerance, and will not engage in a closed, fixed and exclusive mechanism. The "Belt and Road" is not starting from scratch, but the continuation and upgrading of existing cooperation. Relevant parties can connect existing and planned cooperation projects in series to form a package of cooperation, and strive to produce the integration effect of "one plus one is greater than two".
