Customs regulations on the management of inbound and outbound luggage and articles of outbound tourists

Article 1 In order to promote the development of tourism, take care of the reasonable needs of outbound tourists, and strengthen the management of articles restricted by the state from entering and leaving the country, these Provisions are formulated in accordance with the Measures of People's Republic of China (PRC) Customs on the Supervision of Luggage and Articles of Inbound and Outbound Passengers. Article 2 Outbound tourists refer to domestic residents who participate in overseas tour groups organized by our tourism department. Article 3 According to the provisions of Article 17 and Article 27 of the Measures of People's Republic of China (PRC) Customs on the Supervision of Luggage and Articles of Inbound and Outbound Passengers, the luggage and articles carried by outbound tourists shall be handled in accordance with the relevant provisions of short-term passengers, and their luggage and articles shall be limited to those needed for travel. Durable consumer goods under the focus of customs administration, that is, the third, fourth and fifth categories of articles in the Classification Table of Inbound and Outbound Luggage of Passengers, shall not be brought into the country unless they are taken out of the country with the approval of the customs when leaving the country. Article 4 A travel agency (company) approved by the National Tourism Administration to operate this business shall keep the passport holder's name and passport number in the tour group and affix the seal, and the tour group leader shall submit them to the local customs for verification when leaving the country. Article 5 When leaving the country, members of tour groups shall fill in the Passenger Baggage Declaration Form (hereinafter referred to as the Declaration Form, the same below) or make an oral declaration to the customs. Among them, the members of the tour group who hold passports are responsible for collecting the customs declaration form and passport together with the list of tour group members and submitting them to the customs for declaration. After the customs endorsement and inspection, it will be released.

When the above-mentioned passport holders enter the country, the customs will verify their identity with the marks on the back page of the passport or the exit declaration form, and go through the formalities of checking and releasing luggage and articles.

Members of tour groups holding special passes can go through customs formalities according to regulations with their own documents. Article 6 If violation of these provisions constitutes smuggling and violation of customs laws and regulations, the customs will handle it in accordance with the relevant provisions of the Detailed Rules for the Implementation of Administrative Punishment of People's Republic of China (PRC) Customs Law. Article 7 These Provisions shall be implemented as of January 15th, 1991.
