The development of tourism should serve the purpose of entrepreneurship and employment, poverty alleviation and improvement of people's livelihood; it should be encouraged to gradually reflect public welfare and improve the quality of life of the people through ticket exemptions and exemptions, free access to scenic spots and facilities, etc. Article 4 People's governments at or above the county level shall incorporate tourism into national economic and social development plans, establish and improve comprehensive coordination mechanisms and incentive mechanisms for tourism development, formulate policies and measures to promote tourism development, and optimize the tourism development environment.

The tourism administrative departments of the people's governments at or above the county level are responsible for the organization and coordination, industry guidance, public services and supervision and management of the tourism industry within their respective administrative regions.

Relevant departments of the people's governments at or above the county level shall work together to do a good job in tourism-related work according to their respective responsibilities. Chapter 2 Tourism Promotion Article 5 Promote the integrated and linked development of tourism with construction, transportation, culture, commerce, sports, agriculture, forestry, water conservancy, geology, industry, food and drugs, medical and health, environmental protection, meteorology and other related industries and industries , to promote the development of tourism big data industry, big health pharmaceutical industry and tourism equipment manufacturing industry. Article 6 The provincial, city and state people's governments shall arrange special funds for tourism development in their fiscal budgets, and the people's governments at the county level shall arrange special funds for tourism development in their fiscal budgets based on the needs of local tourism development to promote the development of tourism.

Article 8 People's governments at or above the county level and their relevant departments shall strengthen the tourism-related foundations of water supply, drainage, power supply, telecommunications, postal service, environmental protection, sanitation, forestry greening, fire protection, water conservancy and other tourism-related infrastructure in important tourist towns and areas rich in tourist resources. The construction of facilities and public service facilities, as well as the construction of public cultural service systems such as cultural heritage protection and cultural facilities.

Actively promote the cross-industry integrated development of 'Internet + Tourism' and strengthen the construction of a comprehensive, shared and interconnected smart tourism platform. Important tourism distribution centers and tourist attractions should gradually provide free and secure wireless Internet access service.

The design and construction of regional development, municipal facilities, and engineering projects in important tourist towns and areas rich in tourist resources should take into account landscape effects, tourist functions, and the construction of related tourist facilities.

Important tourist towns and areas rich in tourism resources are determined by provincial tourism development plans. Article 9 People's governments at or above the county level and their relevant departments shall, according to the needs of tourism development, prioritize transportation construction projects leading to tourist attractions, and improve the construction of supporting facilities such as tourist bus parking lots (stations), tourist signs, and protection , improve the tourism transportation system that serves individual travelers and tourists with their own cars.

Article 10 People's governments at or above the county level and their relevant departments shall establish and improve tourism public service systems such as tourism information, assistance, and complaint handling, and promote the informatization of tourism public services. Article 11 The tourism administrative department shall establish a public welfare tourism website, and important tourist towns and tourism distribution centers shall establish tourism consultation centers and corresponding tourism consultation stations (points). Airports, hotels, restaurants and other places where tourists gather should display free tourism promotional materials. If conditions permit, self-service interactive tourism information multimedia facilities can be set up to provide information consultation services for tourists. Article 12 The tourism administrative department shall release to the public daily and timely information on tourism reception conditions such as sightseeing, accommodation, transportation, etc. in and around important tourist attractions before and during holidays when tourists are concentrated and during other peak tourism periods.
