Article 3 The development of tourism in this Municipality shall follow the principles of combining the protection, development and utilization of tourism resources, unifying social, economic and ecological benefits, and highlighting national and local characteristics. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over tourism, incorporate tourism into the national economic and social development plan, increase capital investment, establish and improve the comprehensive coordination mechanism of tourism, and promote the coordinated development of tourism and related industries.
