In this beautiful golden autumn season, it is co-organized by the National Tourism Administration and Sichuan Provincial Government The first Western China International Tourism Development Forum was grandly opened. We are very happy to gather with all the leaders, guests and friends in the magical Jiuzhaigou to discuss the cooperative development plan of western tourism and look forward to the bright future of western tourism in the 21st century. This is a grand event in the history of Sichuan tourism development and a landmark event in the history of western tourism development. We believe that the successful holding of the forum will have a significant and far-reaching impact on the development of tourism in the western region and inject new vitality into the common prosperity of the western region. Here, on behalf of the Sichuan Provincial Party Committee, Provincial People's Congress, Government, and Provincial Political Consultative Conference, I would like to express warm congratulations on the convening of the forum! As we all know, tourism in western China It has extremely rich and unique resource advantages for industrial development. The western region is located in the upper reaches of the Yangtze River and Yellow River, covering 12 provinces and municipalities, with an area of ??6.85 million square kilometers, accounting for 71% of the country, and a population of approximately 400 million. It is the main birthplace of the Chinese nation. In the long historical process, it has formed majestic and magnificent natural landscapes, accumulated a long and profound cultural heritage, and continued its simple and rich national customs. It is known as the "World Natural Museum" and "World History and Culture Museum". Since the reform and opening up, especially the Western Development Campaign, the tourism industry in the Western Region has made great progress. Last year, the western region achieved total tourism revenue of more than 166 billion yuan, accounting for about one-third of the country's total tourism revenue. But overall, the development level of tourism in the western region is not commensurate with the special status of our own resource advantages. How to transform resource advantages into economic advantages faster, better realize the transformation of tourism resources into tourism capital, and accelerate the development of tourism have become major practical issues that we all pay close attention to.

With the acceleration of regional economic integration, regional tourism cooperation has become a major trend in today's tourism development. Adapting to this trend, our country successfully held the Boao Asia Tourism Forum and the "10 3" Special Meeting of Tourism Ministers of ASEAN, China, Japan and South Korea in Guilin and Beijing in 20xx and 20xx, respectively, to promote cooperation in the Asian tourism industry and achieve ** * Common development has had a huge promoting effect. Domestic inter-regional tourism cooperation has also begun. The Yangtze River Delta has established the "15 1" barrier-free tourism circle; Hubei and Chongqing have integrated the tourism resources of the Three Gorges region and finally established the "Yangtze Three Gorges Barrier-free Tourism Economic Cooperation Zone" ; Tourism cooperation in the Pan-Pearl River Delta region has taken substantial steps, opening a new page in domestic tourism regional cooperation.

The 12 provinces and municipalities in the west are geographically connected, have different characteristics and have related interests. In the context of the deepening of regional cooperation in tourism, comprehensively strengthening tourism cooperation in the western region is the general trend and the only way to achieve the development of the western tourism economy. Strengthening tourism cooperation in the western region is not only conducive to giving full play to the comparative advantages of western tourism resources, forming complementary features and coordinated development, but also conducive to optimizing and integrating western resources and enhancing overall strength and competitiveness. It is also conducive to the development of tourism between the western regions and promotes cooperation with the eastern region. The interaction and exchanges in the tourism market are also conducive to improving the level of opening up to the outside world and accelerating the pace of integration with the international tourism market. At the same time, it will also create conditions and pave the way for western tourism to face various opportunities and challenges in its future development.

We are happy to see that tourism cooperation in the western region has begun to take shape. At the end of May this year, Sichuan, Yunnan, and Tibet reached an important consensus on jointly building the "China Shangri-La Ecological Tourism Zone" project, and established a complete set of cooperation operation mechanisms. Tibet, Qinghai and Gansu Dunhuang regions announced the formal launch of regional tourism cooperation to jointly shape the overall image of China's Qinghai-Tibet Plateau tourism. These explorations and attempts have played a pioneering and demonstrative role in promoting comprehensive cooperation in tourism in the western region. At the same time, it fully demonstrates that strengthening regional cooperation in tourism has become a widespread consensus and concerted action among provinces, autonomous regions and municipalities in western China. Comprehensive cooperation in tourism in the western region is like an arrow on the string and must be launched.

To promote comprehensive cooperation in tourism in the western region, from the perspective of the internal and external environment, we have all the conditions in place and are maturing day by day. The western region is not only rich in tourism resources and has huge potential, but also has formed a considerable foundation after years of development and is facing historic development opportunities. According to the World Tourism Organization, China will become the world's largest tourist destination by 2020. At present, our country's economy and society are developing rapidly, and our comprehensive national strength continues to grow. Especially last year, our country's per capita GDP exceeded 1,000 US dollars for the first time, marking the beginning of the "golden development period", and the tourism industry has also entered the "mass tourism era". In the long term to come, the international tourism market will continue to expand steadily, the domestic tourism market will expand rapidly, and the development space of the western tourism industry will be even broader.

Ladies, gentlemen, friends!

Tourism in western China in the 21st century has a bright future and unlimited opportunities. We will follow the trend of the times, strengthen cooperation, forge ahead hand in hand, and jointly write a new chapter in western tourism. Here, I make the following suggestions:

First, strengthen exchanges and consultations on regional tourism cooperation and strive to form a coordination and consultation mechanism for regional tourism development.

Establish relatively fixed, high-level consultation and coordination meetings and institutions composed of government leaders, competent departments, experts and scholars, tourism dealers, etc. to discuss, negotiate and determine major issues and policies in regional tourism cooperation. It is recommended that the Western China International Tourism Cooperation Forum be used as an important form of high-level exchanges and that the forum be held in rotation and be maintained. At the same time, we will actively explore the establishment of an emergency coordination mechanism for cross-regional tourism emergencies.

Second, strengthen regional tourism overall planning and strive to build a western tourism pattern with complementary characteristics and coordinated development. Actively seek support from relevant national departments, promptly prepare an overall tourism development plan for the western region, formulate supporting policies and measures, and build a basic framework for the cooperative development of tourism in the western region. In accordance with the principles of step-by-step and overall coordination, we will carefully screen and determine a number of tourist attractions and routes, and build a number of barrier-free tourist areas rich in western characteristics and cultural connotations as soon as possible. At the same time, we actively implement the strategy of high-quality tourism, optimize the product structure, continuously enhance the complementary effects between regions, the west and the east, and the west and the world, and achieve diversified and coordinated development while embodying characteristics.

Third, strengthen the integration of regional tourism resources and strive to improve the overall strength and competitiveness of western tourism. Following the principle of "government-led, enterprise-based, and market-oriented operation", we will further strengthen horizontal alliances between regions, give full play to the basic role of the market in allocating resources, and achieve effective integration of tourism resources, thereby forming scale advantages and enhancing overall strength and competitiveness. Break regional blockades, market monopolies and industry fragmentation, support cross-regional mergers and reorganizations of tourism enterprises, build tourism enterprise groups, and create an "aircraft carrier" of internationally competitive tourism enterprises to dominate the international and domestic tourism markets.

Fourth, strengthen regional tourism policy coordination and strive to create a good environment for the open, orderly and healthy development of tourism in the western region. Carry out a clean-up of cross-regional tourism policies and remove policy obstacles that restrict regional cooperation in tourism. Reforms of the tourism system and mechanisms that involve a wide range of areas and where partial reforms are difficult to achieve will be coordinated and promoted within the region after in-depth study and consultation by multiple parties. The current focus is on solving problems such as the establishment of travel agencies across regions and the ability of travel agency tour guides to lead tours across regions, so as to provide equal treatment to travel agencies and tour guides in the region. Establish an inter-regional tourism talent flow mechanism. Formulate unified service charge items and standards, establish a unified law enforcement supervision and coordination mechanism, standardize scenic spot services and business operations, and establish a good overall image of western tourism.

Fifth, strengthen overall regional publicity and promotion and strive to build a western tourism brand. *** Jointly study market development strategies and strengthen joint publicity and promotion in important media. ***Build a regional tourism information database and build a regional tourism marketing platform and network. Integrate tourism trade fairs, promotion meetings, etc. from various places to focus on promoting several promotional brands. In accordance with the principles of mutual benefit, diversity, equality and openness, we will pay more attention to international cooperation and exchanges, accelerate the pace of integration with the international market, and continuously improve our ability to participate in international tourism cooperation and competition.
