With the increasing construction of international tourist island, Hainan's tourism industry has achieved rapid development in recent years, and the modern service industry led by tourism has become the most distinctive and dynamic leading industry in our province. However, we should also see that there are also some problems that cannot be ignored in Hainan's tourism industry. First of all, the regional development is unbalanced, showing the trend of hot in the south and cold in the north, hot in the east and cold in the west; Secondly, the deep development of tourism resources is not enough, and the tourism products are small in scale and low in grade, and the homogenization is serious; Thirdly, the motivation of coordinated development is insufficient, regional cooperation often "says more and does less", and the scale effect is insufficient; In addition, the development and utilization of humanistic tourism resources are insufficient, which can't keep up with the development pace of Hainan tourism.

Hainan has obvious advantages in tourism resources. Tropical tourism, coastal leisure, rural tourism and Li Miao customs have begun to take shape and gained a certain popularity. But on the whole, more tourism elements are scattered all over the country, fragmented and not integrated into an organic whole, and there is no "1+1>; 2 "effect.

A careful study of these problems in tourism in our province has a common reason: insufficient development, utilization and integration of tourism resources. This situation needs to be changed urgently, but how to integrate it effectively needs systematic consideration. In terms of integrating resources, the urban alliances in the Pearl River Delta and the Yangtze River Delta have provided us with many experiences and lessons, which cities and counties in our province may wish to learn from. First of all, these cities are allied with foreign countries, and each has its own division of labor and functional orientation. For example, Guangzhou plays a "central" and overall function, Dongguan focuses on manufacturing, Shenzhen focuses on scientific and technological innovation, and Zhuhai highlights ecological development, making each city unique and complementary.
