"Intangible heritage, especially traditional crafts, is closely related to the production and life of the people. It has the unique advantage of driving people in poverty-stricken areas to work nearby and is an important starting point for helping precision poverty alleviation." Chen Tong, director of the Intangible Cultural Heritage Department of the Ministry of Culture and Tourism, said that in order to thoroughly implement the spirit of the 19th Party Congress, fully implement the overall plan of the CPC Central Committee on tackling poverty in deep poverty-stricken areas, and further promote the work of cultural poverty alleviation, the Ministry of Culture and Tourism and the the State Council Poverty Alleviation Office focused on "three districts and three states" in deep poverty-stricken areas, taking into account national poverty-stricken counties in some ethnic minority areas, selected the first batch of key support areas of "intangible cultural heritage plus poverty alleviation" and supported the establishment of intangible cultural poverty alleviation employment workshops.
"Non-legacy poverty alleviation fully relies on the unique advantages of traditional crafts to drive poor laborers to find jobs nearby and increase their income steadily, and give play to the role of culture in helping poor people in poverty-stricken areas to participate in learning traditional crafts, stimulate endogenous motivation, effectively promote employment, continuously increase their income, and help precision poverty alleviation." Liu Jiaoshou, member of the Honorary Department of China Academy of Social Sciences and deputy director of the Intangible Cultural Heritage Expert Committee of the Ministry of Culture and Tourism, believes that the intangible cultural heritage poverty alleviation is a creative transformation and innovative development of traditional culture, and it is "to open up our own lives according to the rules of the ancients", so that the most basic cultural genes of the Chinese nation can adapt to contemporary culture, coordinate with modern society and conform to the strategic goal of poverty alleviation.
"Non-legacy+poverty alleviation" can benefit a wider range of people, enhance craftsmen's sense of honor and accomplishment, improve their brand awareness and re-creation awareness, and is more conducive to the formation of a good atmosphere and a good situation in which the whole society enthusiastically participates in non-legacy protection. In addition, the focus of non-legacy poverty alleviation is in ethnic minority areas, which is conducive to mutual respect and appreciation, close ties, harmonious coexistence and common development of compatriots of all ethnic groups.
