Legal basis: Article 12 of the "Exit and Entry Administration Law of the People's Republic of China" Chinese citizens who have the following circumstances 1. Not allowed to leave the country:

(5) May endanger national security and interests, the State Council Relevant competent authorities decide not to allow departure from the country;

(6) Other circumstances in which departure from the country is not allowed as stipulated in laws and administrative regulations.

According to the above regulations, as long as it is not a crime endangering national security or a serious criminal case, you can go through exit procedures.
