Notice on Issuing the Interim Measures for the Administration of Tourism Shopping in Xinjiang Uygur Autonomous Region

Article 1 The competent department of tourism shopping business is the tourism administrative department of the autonomous region. Autonomous Region Tourism Bureau is responsible for the management, supervision and guidance of tourism shopping activities in the whole region. The local and state tourism bureaus (offices) of port cities are responsible for specific management, supervision and coordination with relevant local departments. Article 2 The tourism shopping business shall be examined and approved by the Tourism Bureau of the autonomous region, and travel agencies that carry out the CIS tourism shopping business shall be allowed to undertake it. The qualification of travel agencies to carry out tourism shopping business in chartered flight shall be submitted to the Tourism Bureau of the autonomous region for examination and approval after the application is made by the travel agency. Travel agencies without approval may not undertake tourism shopping business. Travel agencies that have been approved to carry out tourism and shopping business shall be notified by the Tourism Bureau of the autonomous region to all relevant departments for the record, and all relevant departments shall go through relevant business procedures accordingly, and the border control bureau of the autonomous region shall assist in the management, and all frontier inspection stations shall strictly examine and release them at the port.

The above-mentioned travel agencies that can carry out tourism and shopping business must abide by the relevant laws and regulations of the state and the autonomous region, obey the industry management and business guidance of the tourism bureau of the autonomous region, and go through various procedures in accordance with the specific provisions of the relevant departments such as border defense, customs, commodity inspection, public security, industry and commerce, transportation management, health inspection, animal and plant inspection, etc. Article 3 Strictly implement the tourist visa regulations jointly issued by the Ministry of Foreign Affairs and the National Tourism Administration, and abide by the mutual exemption agreement on group tourist visas reached between China and CIS countries.

The tourist visa notices of all travel agencies that have approved the CIS travel shopping and the confirmation letters and telegrams (including the chartered flight delegation) for the entry of visa-free national teams shall be uniformly issued by the Tourism Bureau of the autonomous region. The travel agency shall go to the Autonomous Region Tourism Bureau and the office of the Autonomous Region Tourism Bureau in Almaty to handle the visa notice or confirmation letter telegram formalities with the reception power of attorney of CIS travel agency, the team list (indicating the name and passport number of the team leader) and the reception plan of the agency. When the travel agency fails to provide the list and identification materials in the process of handling the confirmation letter and correspondence, which leads to the problem that the certificate procedures are inconsistent, the relevant competent department shall deal with the responsible travel agency in accordance with the relevant provisions. The travel agency shall go through the release procedures with the visa notice or confirmation letter issued by the Autonomous Region Tourism Bureau. The border inspection departments at various ports release the goods according to this release procedure. The confirmation letter and telegram sent by the travel agency without authorization are invalid, and the port border inspection station shall not release them at will. When the travel agency picks up the team at the port, it shall provide the list of inbound and outbound tour groups to the joint inspection department. Article 4 The examination and approval system for outreach personnel shall be implemented.

In order to maintain the tourism reputation of the country and our region, the outreach staff of travel agencies must have high political quality, love the motherland, safeguard national interests, be proficient in tourism business and have a high level of foreign languages. Travel agencies to carry out CIS tourism shopping business, should be based on the matching conditions of outreach personnel (specific requirements shall be sent separately), and the list and resume of outreach personnel shall be reported to the local state tourism bureaus (departments) for approval, and then reported to the Tourism Bureau of the autonomous region. Travel agencies that carry out CIS tourism shopping business in Urumqi directly report to the Tourism Bureau of the autonomous region, and after approval, uniformly issue employment certificates for outreach personnel.

All procedures related to CIS tourism and shopping should be handled by approved professionals or outreach personnel of the Autonomous Region Tourism Bureau and the Almaty Office of the Autonomous Region Tourism Bureau.

The outreach staff of travel agencies in Almaty must obey the business leaders of Almaty Office. Article 5 Travel agencies organize and receive tourist shopping groups to provide tourists with services that are consistent with quality and price.

The main services that travel agencies need to provide are: handling group tourist visa notice or confirmation letter, telegraph, airport pick-up, booking, handling freight declaration and inspection procedures according to the value and quantity of goods stipulated by the customs, handling foreign-related transport vehicles, handling insurance, handling chartered flight's landing and landing procedures at our airport and guiding (purchasing). Travel agencies must arrange tourist shopping groups to stay in hotels designated by foreign tourists. Article 6 The management of tourist shoppers' shopping activities shall be implemented in accordance with the Notice on Strengthening the Management of Tourism Shopping and Prohibiting Fake and Inferior Commodities from Leaving the Country and the spirit of its supplementary documents jointly issued by six units, including the Office of the Autonomous Region Port Leading Group, the Tourism Bureau, the Customs, the Communications Department, the Administration for Industry and Commerce and the Import and Export Commodity Inspection Bureau.

Tourism shopping teams must engage in shopping activities in commodity wholesale markets and state-owned shopping malls designated by China's industrial and commercial and tourism administrative departments. The local and municipal administrative departments for industry and commerce that carry out tourism shopping activities should conduct spot checks on the designated shopping market regularly or irregularly to prevent illegal operations and counterfeit and shoddy goods from entering the market. Article 7 Commodity business units and individuals in designated markets must issue commodity "credit cards" to foreign tourists and shoppers. The "credit card" is made by the administrative department for industry and commerce of tourist shopping places, and the market name, booth number, commodity name and quantity, price and other contents are marked in Chinese and Russian as the proof of commodity inspection. It is strictly forbidden to forge or resell commodity credit cards, and the administrative department for industry and commerce should strictly supervise and manage them. Article 8 The commodity inspection authorities shall notify the travel agencies and relevant administrative departments for industry and commerce to inspect the fake and shoddy commodities inspected by the commodity inspection authorities. Travel agencies return goods to commodity operators with the "credit card", and all returns shall not be sold again, and shall be handled by the administrative department for industry and commerce in accordance with relevant laws and regulations.
