The Great Hinggan Mountains is located in the northernmost part of the motherland. On April 11th, 1949, Lingnan belonged to the newly established Hulunbeier League. In September, Huma County in Lingbei was affiliated to the newly renamed Heihe Commissioner's Office in Heilongjiang Province. On October 31, 1951, Lingnan was led by the newly established Oroqen Autonomous Banner of Hulunbeier League.

On February 1th, 1964, the Central Committee and the State Council decided to set up a battle headquarters to develop and construct the northeast slope of Daxing 'anling. Inner Mongolia Hulunbeier League Oroqen Autonomous Banner and Molidawa Daur Autonomous Banner are part of the administrative area, and all Huma County in Heihe District of Heilongjiang Province and part of Nenjiang County are classified as the war zone. It is preliminarily planned to build 11 forestry companies, including Dayangshu, Songling, Huzhong, Xinlin, Tahe, amuer, Gulian, Shibazhan, Kurens, Nanweng River and Huolongmen, in the war zone. On August 1th of the same year, the Central Committee of the Communist Party of China and the State Council approved the establishment of the People's Committee of Daxing 'anling Special Zone (provincial-administered municipal level) in the Daxinganling War Zone, under the dual leadership of the Battle Command and the province (autonomous region) where the administrative region is located, and the local administrative work was led by the Heilongjiang Provincial Government. Each forestry company has a district government, and the forest farm has a township (town) government.

in January, 1965, the Ministry of Forestry established the Daxinganling Forestry Administration in the Daxinganling War Zone, and implemented the management system of integrating government and enterprise with the Daxinganling Special Zone Government. On April 2, 1966, the north of "Nenmo Highway" in Huma County of Heihe Special Zone and the southeast of Oroqen Autonomous Banner of Hulunbeier League were included in the administrative area of Daxinganling Special Zone.

On November 26th, 1967, the People's Committee of Daxing 'anling Special Zone was changed to the Revolutionary Committee of Daxing 'anling Special Zone.

On April 1st, 197, Hulunbeier League of Inner Mongolia Autonomous Region was placed under the leadership of Heilongjiang Province. Daxinganling Special Zone was changed to Daxinganling area. Huma County, which originally belonged to Heihe region, Molidawa Daur Autonomous Banner and Oroqen Autonomous Banner, which originally belonged to Hulunbeier League, were all under the jurisdiction of Daxinganling region. Alihe Forestry Bureau, Ganhe Forestry Bureau, Jiwen Forestry Bureau and Keyihe Forestry Bureau, which were originally managed by yakeshi Forestry Management Bureau, were placed under the leadership of Daxinganling Forestry Administration. Daxinganling Forestry Administration is subordinate to Heilongjiang Forestry General Administration. On May 3, 1979, Molidawa Daur Autonomous Banner and Oroqen Autonomous Banner were placed under the jurisdiction of Inner Mongolia Autonomous Region. Jiagedaqi District and Songling District, which were originally Oroqen Autonomous Banner, are still under the jurisdiction of Daxinganling District, but the original territorial rights remain unchanged. Alihe, Ganhe, Jiwen and Keyihe Forestry Bureaus are under the jurisdiction of yakeshi Forestry Administration. In June of the same year, Daxinganling Forest Management Bureau was an enterprise directly led by the Ministry of Forestry.

On September 4th, 198, the "Revolutionary Committee" in Daxing 'anling area was changed to the administrative office of Daxing 'anling, and it became the agency of Heilongjiang Provincial People's Government.
