Chinese can go to Bhutan.

Bhutan visas only have official visas and tourist visas. Official visas are issued to foreign government officials holding diplomatic and official passports who visit Bhutan on official business; tourist visas are issued to people who visit Bhutan for private purposes.

China has no diplomatic relations with Bhutan, and Bhutan has no embassy or consulate in China. Chinese government officials visiting Bhutan on official business and applying for business visas can contact and arrange through the Bhutanese embassies in India, Bangladesh, Thailand, Kuwait or the Bhutanese mission to the United Nations (New York, Geneva).

The Kingdom of Bhutan (English: Kingdom of Bhutan; Tibetan pinyin: Zhugyü), referred to as "Bhutan", is located on the southern slope of the eastern section of the Himalayas between China and India (belonging to the southern bottom of the Qinghai-Tibet Plateau).
