After approval by the State Council, it began to be formally implemented. Outbound Tourism China has formed a domestic tourism market of 4 billion people, with more than 250 million inbound and outbound tourists. Tourism’s contribution to the domestic economy and employment exceeds 10%. According to data from the United Nations World Tourism Organization, since 2012, China has become the world's largest consumer of outbound tourism for many consecutive years, contributing more than 13% to global tourism revenue on an annual basis.
