Now, on behalf of the Municipal People's Government, I report my work to the General Assembly. Please review it together with the Outline of the Thirteenth Five-year Plan for Wuhan's National Economic and Social Development (Draft), and invite CPPCC members present to give their opinions.

I. Review of 20 15 and the Twelfth Five-Year Plan

After a year's hard work, we have successfully completed the main objectives and tasks set by the Fourth Session of the 13th Municipal People's Congress, which has drawn a successful conclusion for the development of the 12th Five-Year Plan and laid a solid foundation for the opening of the 13th Five-Year Plan.

It is estimated that the regional GDP will increase by about 8.8%; Local general public budget revenue124.5 billion yuan, an increase of12%; Investment in fixed assets of the whole society increased by more than 10%; The total retail sales of social consumer goods increased by about11.5%; The per capita disposable income of urban residents increased by about 9%, and that of rural residents increased by about 10%.

In the past year, we mainly focused on the following aspects:

First, highlight the support of service enterprises and projects, and go all out to stabilize growth. Timely issue "1+5" policies and measures to support enterprise development. Establish a weekend scheduling system for major industries and urban construction projects, and a monthly symposium system for ten enterprises, and carry out theme activities such as "10,000 cadres enter the whole enterprise, create excellent services, and stabilize growth", so that government and enterprises can work together to tide over the difficulties.

High-end quality projects present a new situation of "multi-point synchronous development". Eight industrial projects with an investment of more than 5 billion yuan were put into operation, two industrial projects with an investment of 65.438+0-500 million yuan were put into operation, and 49 industrial projects were put into operation, with an industrial investment of 276.9 billion yuan. SAIC-GM's Wuhan base reached its production capacity that year, Lenovo's Motorola project achieved mass production, Linuo Xinkang Chemical Park and Chang Fei Science Park were completed and put into operation in the first phase, and projects such as Huaxing Optoelectronics, Tianma LTPS6 generation line and BYD new energy vehicles were accelerated. Economic operation presents a new bright spot of "the top four". Key industries grew strongly, with the output value of automobile, spare parts and electronic information industries reaching 26145 million yuan and1780.2 million yuan respectively, up by 22.3% and 1.2%. The financial industry grew strongly, with the balance of deposits and loans increasing by 16. 1% and 18.4% respectively. The real estate industry grew strongly, with sales of 225,000 new houses and 22.838 million square meters, ranking second among cities in China, with growth rates of 25 1% and 27 1% respectively. Emerging business formats grew strongly, and the transaction volume of e-commerce reached 413.5 billion yuan, an increase of 33.5%.

Structural adjustment presents a new trend of "two rises and two falls". The proportion of high-tech industries increased, accounting for 2.7 percentage points of the total industrial output value above designated size, while the proportion of heavy chemical industries decreased, accounting for 3.2 percentage points; With the growth of industrial production, the unit energy consumption decreases. The added value of industrial enterprises above designated size increased by 8.5%, and the unit energy consumption decreased by about 9.5%. The service industry structure continued to upgrade, and the "internet plus" industrial innovation project took the lead, with the addition of 122 Internet finance enterprises such as Taikang Life Online Insurance, the establishment and operation of the Yangtze River Big Data Exchange (chips) and the East Lake Big Data Trading Center, and the rapid development of Internet enterprises, software and information services; The total amount of social logistics is 2.8 trillion yuan, and the income of engineering design, tourism and other industries has maintained double-digit growth.

The second is to highlight innovation guidance and power conversion, and promote the construction of national innovative cities. Study and formulate the "1+9" policy to support innovation. Accelerate the improvement of innovation ability. 39 scientific and technological innovation platforms, such as engineering technology centers and enterprise R&D centers, were newly built 139, and 23 R&D institutions of the world's top 500 companies, China's top 500 companies and multinational companies were newly introduced, and 390 domestic and foreign high-level innovative talents were introduced. The number of invention patents granted was 6,003, an increase of 55%.

Innovate the scientific and technological system and mechanism. Take the lead in carrying out the reform and innovation experiment of technology and finance in China. We will comprehensively promote the reform of the use, disposal and income management of post scientific and technological achievements, and transfer and transform 5372 scientific and technological achievements in Wuhan 10 pilot universities. There are 70 newly listed companies in the New Third Board, with a total number of 149.

Vigorously develop innovative economy. Five professional parks were included in the pilot project of "one area and multiple parks" in the East Lake National Independent Innovation Demonstration Zone. The city has newly built science and technology incubators1160,000 square meters, newly recognized national-level creative spaces 14, and newly established enterprises 1822 in the city's incubators, creative spaces and college students' special zones. The output value of high-tech industries reached 770 billion yuan.

The third is to highlight functional upgrading and quality improvement, and comprehensively coordinate and promote urban construction. Establish the concept of "making the city quiet" and focus on urban construction. Accelerate the promotion of major transportation hub projects. The third phase of container operation in Yangluo Port, the second runway of Tianhe Airport and the main project of the airport traffic center were completed, and the airport passenger throughput was18.942 million, ranking first in Central China. Guanggu Railway Station started construction. Approved as a national comprehensive transportation service demonstration city. Broadband network speeds up and reduces fees.

Improve the road network system. The first subway crossing the Han River-the first phase of Line 3 was put into trial operation, and the subway was looped and reached the three towns. The Second Ring Road was fully connected, the East Lake Tunnel, the Sixth Jianghan Bridge and the Sino-French Friendship Bridge were completed and opened to traffic, and the Third Ring Road, Zhongnan Road, Zhongbei Road, 2 1 Highway, Wangqing Road and Changfeng Avenue were reconstructed. Rail Transit Line 5, Jinghe Extension Line of Line 1 and Caidian Line started construction, and subway line 1 1 was also built. Newly started projects such as Hanjiang Avenue and Qingshan Yangtze River Bridge. Newly rebuilt 130 secondary branch road, built 160 km slow traffic system, and added 162 10 parking space.

Implement an action plan to solve the problems of drainage, pollution control and water supply. New drainage backbone network 109 km, sewage pipe network 1 10 km, water supply pipeline 30.5 km, complete the reconstruction and expansion of Sanjintan, Tangxun Lake, Huangpu Road and other sewage treatment plants, and complete the reconstruction and expansion of Yujiatou and Qinduan water plants. Approved the national sponge city pilot.

Strengthen environmental management and ecological protection. The Garden Expo Park was completed and opened, becoming a new landmark of urban ecology, and the ecological restoration project of Jinkou Landfill won the C40 City Award of the United Nations Climate Change Conference. Start the construction of East Lake Greenway, speed up the construction of Hankou and Mohe Greenways around the lake, and add 233.7 kilometers of greenways. The construction of the ecological forest belt on the Fourth Ring Road was started, and the Zhang Gongdi Urban Forest Park was completed and opened, and 4,333.5 mu of damaged mountain was repaired. The intelligent lake management system was put into trial operation. Environmental management in weak areas such as bazaars and urban-rural fringe areas has been continuously strengthened. The second phase of Changshankou Waste Incineration Plant has been completed, with 97 buried waste collection stations and 7 newly renovated and expanded public toilets11.

The fourth is to highlight the problem orientation and key links and steadily promote reform. Increase the power of decentralization. Municipal power items were reduced from 45 16 to 1822, and municipal administrative examination and approval items were reduced from 240 to 166, making it a city with fewer examination and approval items in China. Fully implement the "three certificates in one" registration system for industrial and commercial registration; Donghu New Technology Development Zone and Wuhan Economic and Technological Development Zone took the lead in carrying out the reform of "administrative examination and approval 3.0" and realizing "one examination and approval seal". Adhere to administration according to law and issue a series of supporting documents such as the Provisions of Wuhan Municipal People's Government on Major Administrative Decision-making Procedures; Conscientiously implement the new "Administrative Procedure Law" and formulate and implement new rules for administrative heads to appear in court. Submitted to the Standing Committee of the Municipal People's Congress for deliberation on 7 draft local regulations, formulated 9 government regulations, and completed all NPC motions, deputies' suggestions and CPPCC motions.

Accelerate the development of private economy. Formulate implementation measures for non-public enterprises to enter the franchise field, and actively promote urban construction PPP projects. There were 283,000 private enterprises, an increase of 20.9%.

Promote innovation in social governance. A series of "1+ 10" reform measures were introduced to innovate social governance and strengthen grassroots construction. 100 The establishment of "happy communities" in old residential quarters has been fully completed, and 85% of residential quarters have established owners' committees. Work out the construction plan of Wuhan social credit system. Promote sunshine letters and visits, rule of law letters and visits, and responsibility letters and visits.

The fifth is to highlight open cooperation, broaden horizons and enhance the level of internationalization. Newly introduced industrial projects 12 with an investment of more than 5 billion yuan, service projects 12 with an investment of more than 3 billion yuan, and world top 500 enterprises 14. The British Consulate General in China opened and the Economic and Trade Office of the Government of the Hong Kong Special Administrative Region was established.

Actively integrate into the construction of the Yangtze River Economic Belt. The cooperation secretariat of urban agglomeration in the middle reaches of the Yangtze River was established in Wuhan, and the four provincial capitals jointly launched the "double innovation" cooperation and integration policy to realize timely settlement of medical insurance in different places. Counterpart support work was solidly carried out.

Sixth, highlight the demonstration of urban and rural planning and transformation to improve the quality of rural agricultural development. Create a national modern agricultural demonstration zone. Upgrade and transform 70,000 mu of facility vegetable base, and promote the two-dimensional code traceability system for meat and vegetables. The comprehensive self-sufficiency rate of "vegetable basket" exceeds 70%. The output value of agricultural products processing industry reached 2.51100 million yuan. The number of new agricultural business entities reached 1.35 million, and a new round of registration and certification of rural land contractual management rights was basically completed.

Improve rural production and living conditions. Completed 3506 kilometers of rural irrigation and drainage channels. Promote rural drinking water safety construction projects, benefiting 225,000 people in 300 villages. The city's administrative villages realize the passenger shuttle bus from village to village. Carry out rural environmental improvement, and the environmental sanitation of 35% administrative villages reaches the standard. Promote precision poverty alleviation and lift 9362 people out of poverty.

Seventh, pay attention to people-oriented, benefit the people and people, and strive to improve the living standards of citizens. The city's public livelihood expenditure was 93.9 billion yuan, an increase of 17.8%. New jobs were created1880,000, and 50,200 rural laborers were transferred to employment. We improved the basic old-age insurance system for urban and rural residents and landless farmers, and added 424,000 social insurances. We will build 89,000 sets of affordable housing.

Strengthen cultural construction. Fully implement the "three million people" cultural benefit project. Jianghan Guan Museum and Wuhan Science and Technology Museum opened. The national fitness campaign has been widely carried out, and international events such as WTA Wuhan Tennis Open, World Middle School Athletics Championships and Asian Athletics Championships have been successfully held. Won the right to host the 7th World Military Games.

Vigorously develop social undertakings. All kinds of educational undertakings have developed in a coordinated way. Newly renovated and expanded 40 public kindergartens and 99 public primary schools were standardized. The collectivization development of vocational education and school-enterprise cooperation have achieved new results. Start the pilot project of comprehensive reform of national public hospitals. 707 general practitioner service teams were set up, and 2.4 million urban and rural residents were contracted to serve. The sex ratio at birth continues to decline.

Improve the public safety system. The establishment of food safety cities has been carried out in depth, and the situation of safe production has remained stable.

National security, national defense mobilization, integration of defense and civilian technologies, double support, civil defense, fire protection, arbitration, confidentiality, counselor, meteorology and other work have been actively promoted, literature and history, archives, ethnic groups, religions, overseas Chinese affairs, local chronicles and other work have been strengthened, and new achievements have been made in women and children, the elderly and the disabled.

Delegates, the realization of the 20 15 year goal marks the successful conclusion of the 12th Five-Year Plan of our city. Since the "Twelfth Five-Year Plan", the people of the whole city have closely focused on the grand goal of building a national central city and revitalizing Wuhan and the long-term strategy of Wuhan 2049. They dare to be the first, pursue Excellence, have made great achievements in economic and social development, and have written a glorious chapter worthy of the times!

In the past five years, the economic aggregate has achieved a historic leap, jumping to the trillion-dollar level and entering the first phalanx of cities across the country. The industrial multiplication plan has achieved remarkable results, with accumulated industrial investment of 1 05.37 billion yuan, forming four industrial sectors, namely Dagu Valley, Dachedu, Dalin Port and Dalin Airport, and the number of industries with 100 billion yuan increased from1to five. Major projects such as 800,000 tons of ethylene, SAIC-GM Wuhan base, Lenovo Wuhan base, Dongfeng Honda No.2 Plant and Shenlong No.3 Plant were completed and put into operation, and the rise of "New Wuhan Manufacturing" accelerated. The modern service industry has developed rapidly, and the advantageous industries such as finance, logistics, commerce and trade, exhibition, engineering design and tourism have further grown. 5A-level scenic spots rank first among similar cities, and emerging industries such as cultural creativity, software information and e-commerce are developing rapidly.

In the past five years, the scale of urban construction has been unprecedented, and the appearance of the city has undergone fundamental changes. Subway, expressway network, river-crossing passage and urban organic renovation led the urban butterfly change, and the accumulated investment in urban construction was 687 billion yuan, twice that of the Eleventh Five-Year Plan. From scratch, the subway has opened a line every year for four consecutive years, with an operating mileage of 126 km. The expressway network in the central city has basically taken shape. Wuhan Avenue, Erqi Yangtze River Bridge and Yingwuzhou Yangtze River Bridge have been completed, and the Fourth Ring Road has started construction. The status of comprehensive transportation hub has been consolidated and upgraded, and the "meter" shaped high-speed rail center is taking shape; The construction of the shipping center in the middle reaches of the Yangtze River in Wuhan has been incorporated into the national strategy, and Yangluo Port has entered the first phalanx of inland container ports in the world. A number of new urban landmarks have been built, such as Wuhan Citizen's Home, Xinhai Revolution Museum, Optics Valley International Tennis Center, Wuhan International Expo Center and Chuhe Han Street. The "urban management revolution" was vigorously promoted, and the urban environment was significantly improved.

In the past five years, reform and innovation have been tried first, and it has been approved as a national comprehensive innovation and reform pilot zone, and its development vitality has competed with generate. We deepened reform in an all-round way, successfully completed a new round of government institutional reform, and took the lead in launching a list of powers, responsibilities and procedures. Wuhan was approved as a national intellectual property demonstration city. Open offshore routes such as ASEAN, Japan and South Korea. China-Europe (Wuhan) international freight train was opened to realize two-way normal operation. There are 230 Fortune 500 companies investing in China. The accumulated actual utilization of foreign capital was US$ 26.99 billion, and the total import and export volume was US$118.8 billion, twice that of the 11th Five-Year Plan and 1.93 times that of the 11th Five-Year Plan respectively.

In the past five years, remarkable progress has been made in people's livelihood and social undertakings, and the construction of urban civilization has leapt to a new height, winning the title of national civilized city successfully. "City of Good People" enjoys a high reputation in China, with a national moral model of 1 1 person, ranking first among similar cities. People's livelihood and welfare continued to improve, and social insurance coverage increased by 4.2 million person-times. The scale of affordable housing construction, the level of balanced development of education, the total amount of medical resources and service capacity rank among the top cities in China. Wuhan has been identified as a national model city for minority service management. Our city won the highest award of comprehensive management of social security in China "Chang 'an Cup" and the title of national health city.

Delegates! Wuhan, every day is different! The city where we live together is full of vitality and prosperity. The achievements made in the past five years have benefited from the instructions and deep care of the CPC Central Committee and the State Council, the strong leadership and care and support of the provincial party committee and government, the scientific planning and overall situation of the municipal party committee, the wisdom and hard work of millions of Wuhan people, and the good foundation laid by previous municipal party committees and governments. While seeing the achievements, we also clearly realize that there are still some shortcomings and shortcomings in Wuhan's development and government work: the innovation chain is not complete enough and the innovation ecology is not optimized enough; The total industrial output is not large enough, and the pace of promoting the optimization and upgrading of traditional industries and the development and growth of strategic emerging industries is not fast enough. While promoting urban construction on a large scale, the outstanding problems of solving "urban diseases" have not been completely synchronized, the traffic congestion problem is still outstanding, the construction of drainage system lags behind urban development, and the phenomenon of "spreading cakes" has not been completely curbed. Urban management is not detailed enough, and some aspects are still extensive or even missing. There are fewer days with good air and more foggy weather. The task of protecting water bodies and improving water quality is still arduous, and measures to protect wetlands, mountains and other ecosystems need to be strengthened urgently. The income level of urban and rural residents does not adapt to the level of urban economic development. Some government workers are not strong enough in initiative and courage. We will face up to contradictions, problems, make up for deficiencies, and let the people of the city feel real changes and achievements!
