Some citizens said that the travel agency charged an expensive "deposit" for outbound travel, artificially raising the "entry threshold" for outbound travel, and invisibly blocking many ordinary consumers from overseas travel such as European travel.

Insiders also pointed out that the outbound travel deposit is refundable, so it is not a travel charge, but a helpless move for travel agencies to avoid the risk of "high fines". Lin Dongli also said that if government agencies, institutions and some large enterprises and other qualified units are willing to provide unit guarantees for employees, travel agencies can consider exempting the deposit.
