Chapter 1 General Provisions Article 1 In order to strengthen the protection of Wudalianchi Global Geopark, rationally utilize natural resources, and ensure the sustainable development of Wudalianchi Global Geopark, these Regulations are formulated in accordance with the relevant national laws and regulations. . Article 2 Units and individuals engaged in tourism, recuperation, scientific research, religious culture, production and operation, development and construction, administrative management and other activities in the Wudalianchi Global Geopark (hereinafter referred to as the Geopark) shall abide by these Regulations.

The geoparks referred to in these Regulations shall be based on the master plan of scenic spots and nature reserves approved by the state (hereinafter referred to as the master plan). Its protection scope is: Guxi River in the east, Tuanjie Reservoir in the west, and Tuanjie Reservoir in the south. The fourth team of Yongfeng Farm and the tenth team of Geqiu Mountain Farm in the north. The area is 1060 square kilometers, and monuments are erected according to this range. Article 3 Heilongjiang Province Wudalianchi Scenic Area and Nature Reserve Management Committee (hereinafter referred to as the Management Committee) is the management agency of the geopark. It is affiliated to the Heihe Municipal People's Government and is responsible for the protection, planning, utilization and management of the geopark. The specific organization The implementation of these regulations shall be subject to the guidance and supervision of the provincial land and resources administrative department. Provincial departments of construction, water conservancy, forestry, environmental protection, tourism, agriculture, animal husbandry and other departments shall perform supervision responsibilities in accordance with laws and regulations.

The management committee exercises the functions of resource protection, planning, management and utilization of the county-level people's government within the geopark. The people's governments of surrounding counties (cities) and their affiliated administrative departments and other units with administrative management functions will no longer exercise relevant administrative functions for the Geopark. Article 4 Geoparks should focus on protecting geological relics and adhere to the principles of strict protection, scientific planning, unified management, rational development, and sustainable utilization. Article 5: All units and individuals have the obligation to protect the natural resources and ecological environment of the geopark, and have the right to report and accuse activities that damage resources and pollute the environment. Article 6 The Management Committee is responsible for organizing the resource survey and preparation of the overall plan of the Geopark, and its overall plan shall be submitted to the State Council for approval after being approved by the Provincial People's Government. No unit or individual may modify or adjust the plan without the approval of the original approval authority.

The construction plans and other special plans of towns, forest farms, and farms (including military farms) in the Geopark shall comply with the overall plan of the Geopark, and shall be subject to approval procedures in accordance with relevant laws and regulations after review and approval by the Management Committee. . Existing plans should be adjusted and revised in accordance with the overall planning of geoparks and nature reserves. Plans approved in accordance with the law shall be reported to the management committee for record.

Any development and construction activities that violate the overall plan of the Geopark are prohibited. Article 7 Relevant people's governments and their working departments shall provide policy, technical and financial support for the protection, construction and management of geoparks, and strengthen financial investment in geopark infrastructure and protection facilities. The management committee should raise funds from multiple channels and aspects to strengthen the construction of geopark infrastructure and protection facilities. The management committee should spend a certain proportion of its revenue to protect geopark resources. Chapter 2 Protection and Utilization Article 8 The geopark is divided into core areas, key areas, and general areas, and is subject to hierarchical and classified protection. Article 9 Laoheishan, Huoshaoshan, fumarole (dish) and the surrounding Shilong lava, and the Shilong distribution area north of the east-west connection of Touchi are rare and extremely important volcanic relics areas of scientific value, as the core district. Article 10 The volcanic relic resources in the core area should maintain their originality, systematicness and integrity. The following activities are prohibited within the core area:

(1) Destruction or destruction of volcanic relics;

(2) Construction and development activities;

(3) Violation of the Geopark Required tourism;

(4) Setting up commercial billboards;

(5) Other acts that violate the master plan and these regulations. Article 11 The management committee shall, in accordance with the provisions of the overall plan, organize the gradual relocation of existing residents in the core area in a planned manner.

All cultivated land in the core area will be returned to forests, grasslands and wetlands according to the overall plan.

The Management Committee should take necessary measures to maintain the original state of important geological heritage areas such as Shilong Platform. Article 12 Twelve volcanic cones and their shield-shaped lava, including the North and South Gelaqiu Mountains, Wohu Mountains, Bijia Mountains, Yaoquan Mountains, Wei Mountains, Molab Mountains, East and West Longmen Mountains, Xiaogu Mountains, and East and West Jiaodebu Mountains The platform distribution area, the Shilong distribution area south of the east-west connection of Touchi, as well as Yaoquanshan Mineral Water Area, Jiaodebu Mineral Water Area, Huoshaoshanweishan Mineral Water Area, Wudalianchi Lakes, Rivers and other areas are of important conservation value. The volcanic relics and mineral water areas are key areas. Article 13 The following behaviors are prohibited in key areas:

(1) Excavation and destruction of surface vegetation and protected species;

(2) Reclamation of wetlands, grasslands, felling of trees, Excavating wild medicinal materials;

(3) Mining, quarrying, burning wasteland, digging sand, taking soil, and building tombs;

(4) Introducing alien species;

(6) Engaging in other activities detrimental to resource protection. Article 14 Volcanic relics in key areas shall be governed by the provisions of Article 10 and Paragraph 1 and Paragraph 3 of Article 11 of these Regulations.
