Regulations of Xiamen Special Economic Zone on Tourism

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, and promote the sustained and healthy development of the tourism industry, these Regulations are formulated in accordance with the basic principles of the Tourism Law of the People's Republic of China and other relevant laws and administrative regulations, combined with the actual situation of Xiamen Special Economic Zone. Article 2 The Municipal People's Government shall regard tourism as an important pillar industry.

Promote the development of global tourism, highlight the advantages of Xiamen's tourism, leisure and holiday and exchange ports with Taiwan, adhere to government guidance, market operation and social participation, promote the modernization, intensification, quality and internationalization of tourism, and build an international coastal garden tourism city. Article 3 The municipal and district people's governments shall strengthen the organization and leadership of tourism work, establish and improve the comprehensive coordination mechanism of tourism, and solve major problems in the development of tourism.

City and district tourism authorities are responsible for the industry guidance, publicity and promotion, public services and supervision and management of tourism work within their respective administrative areas; Other departments shall, in accordance with their respective responsibilities, do a good job in promoting the development of tourism and related supervision and management according to law. Fourth tourism industry organizations should strengthen industry self-discipline, standardize industry behavior, reflect the reasonable demands of the industry and members, mediate tourism disputes, and take the initiative to play the role of guidance, service, communication, coordination and supervision. Chapter II Planning and Promotion Article 5 The municipal and district people's governments shall strengthen planning guidance and formulate relevant incentive policies to promote the construction and development of tourism globalization.

The municipal tourism administrative department shall, according to the national economic and social development plan and the land and space plan, jointly with the natural resources and planning administrative departments and other relevant departments, organize the preparation of the city's global tourism special plan, which shall be implemented after being reported to the Municipal People's Government for approval. The Municipal People's Government shall regularly organize the evaluation of the implementation of the city's global tourism special planning, and announce the evaluation results to the public.

The District People's Government shall organize the preparation of regional tourism development planning, which shall conform to the special planning of the whole city's tourism, and solicit the opinions of the municipal tourism authorities. Article 6 The municipal and district people's governments shall set up special funds for tourism development, focusing on supporting the protection of tourism resources, the construction of tourism public service system, the construction of major tourism projects, the promotion of tourism image, the cultivation of high-end tourism and new tourism formats, tourism exchanges and cooperation between Xiamen and Taiwan, and the cultivation of tourism talents. Article 7 The municipal and district people's governments shall formulate policies and measures to introduce high-level and scarce tourism talents, support relevant institutions to train tourism talents, and improve the comprehensive quality of tourism professionals. Article 8 The Municipal People's Government shall, in the land supply plan, make overall arrangements for land use and sea use indicators for tourism projects, so as to ensure the reasonable demand for land use and sea use for tourism projects. Article 9 The municipal and district people's governments shall give full play to the advantages of natural endowments and cultural and historical resources of mountain island cities, highlight the regional characteristics such as Gulangyu Island, Minnan architecture, overseas Chinese culture, Jiageng culture, music culture and coastal scenery, display the image of a civilized, open, beautiful and warm city, and encourage the development of tourism products and new tourism formats with Xiamen characteristics. Article 10 The municipal and district people's governments shall promote the integrated development of tourism, culture and other related industries, enrich the connotation of special products such as strait tourism, coastal tourism and Minnan cultural tourism, promote the development of exhibition tourism, leisure tourism, rural tourism, leisure tourism, research tourism and industrial tourism, improve the supply system of tourism products, and meet the diversified needs of tourists. Article 11 The municipal tourism administrative department shall, jointly with relevant departments, organize the excavation of the cultural connotation of the city's tourism resources, support each district to carry out special festival activities relying on local traditional cultural resources, and support the development of intangible cultural heritage such as Xiamen lacquerware carving skills and bead embroidery skills, and tourism commodities such as time-honored brands with local characteristics and cultural connotations.

Encourage the development of cultural creativity, film and television production, performing arts and entertainment and animation games. Support all kinds of art troupes, performance production institutions, performance intermediaries and performance venues to participate in tourism performance projects in various forms. Article 12 The Municipal People's Government shall clarify the responsibilities of departments, take measures to promote the development of sea-related tourism projects such as cruise ships, cruise ships, yachts and sailboats, and promote the construction of cruise tourism destinations. Municipal natural resources and planning, ports and other departments should jointly promote the planning and construction of cruise home ports, yacht docks and other maritime tourism facilities, and improve tourism service functions, supporting facilities and shore power facilities. Thirteenth municipal tourism authorities and municipal exhibition authorities should strengthen the integration of tourism exhibition resources and international marketing, introduce and hold brand exhibitions with international influence, and promote the development of exhibition tourism. Article 14 The municipal and district people's governments shall actively promote the construction of tourism and leisure vacation system, create national-level tourist vacation areas, encourage the development of characteristic leisure tourism products such as urban experience tourism and gourmet tourism, and enhance the holiday function of urban leisure spaces such as Zhongshan Road, Island Ring Road, Shapowei, Wuyuanwan, Jimei Xue Cun, Tianzhu Mountain, Huandong Sea Area and Daleng Town.

Encourage units and employees to flexibly arrange paid annual leave and off-peak leave in sections according to work arrangements and personal needs. Article 15 The municipal and district people's governments shall organically combine rural tourism with rural revitalization, co-ordinate projects, build villages and towns with tourism characteristics, and strengthen the construction of rural tourism roads and guiding signs, parking lots, charging piles, communication networks, water supply and drainage, environmental sanitation, fire protection, greening and other infrastructure and public service facilities.

Tourism authorities shall, jointly with agricultural and rural authorities, guide the transformation and upgrading of rural tourism, carry out standardized evaluation of rural tourism, and provide training and guidance for rural tourism services.

Rural collective economic organizations can use the stock of collective construction land and idle farm houses to develop leisure agriculture and rural tourism industry.
