1937 In July, after the Lugouqiao Incident, the Fujian Central Working Committee contacted the local authorities of the Kuomintang through various channels and proposed cooperative anti-Japanese negotiations. 12 In August, Fujian Central Industry Committee, in the name of the First Column Command of the Seventh Route Army of Fujian Central Anti-Japanese and National Salvation Volunteers, wrote to the Putian authorities of the Kuomintang, advocating peace talks and uniting against Japan. On August 18, Putian Daily published the contents of the peace talks initiated by the Central Fujian Working Committee. On the 20th, the newspaper published a conversation between Huang, an instructor of the Kuomintang Putian County Party Department, and a reporter, saying that he accepted the suggestion of the Fujian Central Working Committee and asked the Working Committee to send representatives to negotiate as soon as possible. After the talk that the Kuomintang authorities agreed to negotiate was published in the newspaper, in late August, Yang, a negotiator of Fujian South China University of Technology, and Huang, an instructor of the Kuomintang Party Department in Putian County, held two rounds of negotiations in Zhongshan Hall of the Kuomintang Party Department. On August 26, the two sides reached an agreement on cooperation in the war of resistance against Japan, and the Fujian-China Anti-Japanese Volunteer Army was organized into two regular companies of the National Revolutionary Army. At the beginning of September, Liu Tujun, secretary of the Fujian Central Working Committee, personally went to Putian County, and held the third round of negotiations with Xia, the head of Putian County of Kuomintang, on the training venue and safety of the Fujian Central Anti-Japanese Volunteers, and reached an agreement, thus realizing the second ethnic cooperation between Fujian and China. Subsequently, the Red Army guerrillas in central Fujian were reorganized into independent brigades of the 80th Division of the Army of the National Revolutionary Army, with Liu Tujun as the battalion chief and Yang Ren as the deputy battalion chief. The troops were stationed in Guanghua Temple.
