Regulations of Hebei Province on Tourism Management

Chapter I General Provisions Article 1 In order to strengthen tourism management, protect and rationally develop and utilize tourism resources, safeguard the legitimate rights and interests of tourists and tour operators, promote the development of tourism and better serve economic construction, these Regulations are formulated in accordance with the relevant laws, regulations and provisions of the state and combined with the actual situation of this province. Article 2 "Tourism" as mentioned in these Regulations refers to an industry in which tour operators use tourism resources and facilities to provide comprehensive services such as transportation, sightseeing, catering, accommodation, shopping, culture and entertainment for tourists.

The term "tourism operators" as mentioned in these Regulations refers to enterprises and individual operators engaged in tourism business activities in accordance with the provisions of these Regulations. Third organizations and individuals engaged in tourism or tourism activities within the administrative area of this province shall abide by these regulations. Article 4 The development of tourism should adhere to the principle of paying equal attention to socialist material civilization and spiritual civilization, and unifying social benefits, environmental benefits and economic benefits. Article 5 People's governments at all levels shall, according to local conditions, formulate tourism development plans and incorporate tourism into national economic and social development plans.

Encourage domestic and foreign organizations and individuals to invest and develop tourism resources and build tourism facilities in this province. Except as otherwise provided by laws and regulations.

Support ethnic autonomous areas and economically poor areas to develop tourism. Sixth tourism administrative departments to implement industry management of tourism. Its main responsibilities are:

(five) to organize, manage and guide the vocational training and professional technical evaluation of tourism operators and employees;

(six) other duties entrusted by laws and regulations. Article 7 People's governments at all levels shall establish a coordination system between tourism authorities and relevant departments, and relevant departments shall cooperate with each other and closely to ensure the coordinated development of tourism and related industries. Chapter II Development and Protection of Tourism Resources Article 8 People's governments at all levels shall take effective measures to protect and rationally develop and utilize tourism resources. No organization or individual may destroy tourism resources.

The term "tourism resources" as mentioned in these Regulations refers to the natural landscape, cultural landscape and folk customs that are attractive to tourists, can be used to develop tourism, and can produce economic and social benefits. Article 9 In areas rich in tourism resources, beautiful environment, convenient transportation, suitable for centralized construction of tourism supporting facilities, with tourist bases and open conditions, national or provincial tourist resorts can be established in accordance with the relevant provisions of the state and this province, and enjoy the preferential policies stipulated by the state and this province. Except as otherwise provided by laws and regulations. Tenth tourism construction projects must conform to the tourism development plan, adapt to the overall planning of urban and regional development, and the architectural style should be coordinated with the surrounding environment. Article 11 No organization or individual may illegally quarry, mine, dig sand, build graves, cut down trees, burn wasteland or hunt in tourist areas; No industrial production facilities that pollute or destroy the environment of scenic spots shall be built in tourist areas; Construction of other facilities, the pollutant discharge shall not exceed the prescribed emission standards. If the pollutant discharge of the completed facilities exceeds the prescribed discharge standards, the relevant departments shall order them to treat them within a time limit according to law. Chapter III Tourism Management Article 13 Anyone who applies for tourism business shall go through the relevant formalities in accordance with the provisions of the state and file with the local tourism authorities.

The establishment of travel agencies, tourist attractions and foreign-related hotels, restaurants, shops, car (boat) companies and entertainment places shall be subject to the examination and approval of the competent tourism authorities and other formalities shall be handled in accordance with relevant state regulations. Fourteenth tourism operators to set up tourism offices or set up tourism enterprises abroad shall be approved by the provincial tourism authorities and submitted to the provincial people's government for approval. Unless otherwise stipulated by the state, such provisions shall prevail. Tourism operators have the right to refuse the goods forcibly promoted by any department or the personnel forcibly placed; Have the right to refuse fees and fines that violate the relevant laws and regulations of the state and this province; Have the right to refuse the inspection of people without legal documents. Eighteenth tour operators should be equipped with necessary tourist safety facilities and safety equipment, regular inspection and maintenance of tourist facilities, establish a responsibility system for safety management, and protect the personal and property safety of tourists.
