What procedures are required to go to Hong Kong and Macau and how to apply for them?

To go to Hong Kong and Macau, you need to apply for a Hong Kong and Macau pass, which must be processed at the local Exit-Entry Administration Bureau. Mainland residents apply for a separate pass to and from Hong Kong and Macau. The application materials are as follows:

1. Fill in the "Chinese Citizens Entry and Exit Pass" Document Application Form".

2. Submit photos of the applicant that meet the standards of the "Guidelines for Photos of Entry and Exit Documents".

3. Submit the applicant’s original resident ID card for verification. Applicants under 16 years old can also submit their resident household registration book for verification. Military personnel should submit their military identity certificate for verification. Copies or electronically scanned images of the above-mentioned identity documents must be retained.

4. Submit or verify fingerprint information as required. Military personnel and registered state workers shall submit a letter of approval for entry and exit documents issued by their unit or superior supervisory unit in accordance with the personnel management authority. Mainland residents in areas where on-demand passport application is not implemented must also provide relevant certification materials in accordance with relevant regulations.

Application conditions:

Mainland residents can apply for travel permits to and from Hong Kong and Macau separately as needed. Mainland residents who apply for a travel permit to and from Hong Kong and Macao and an endorsement at the same time, or who hold a valid travel permit to and from Hong Kong and Macao to apply for an endorsement separately, must meet the corresponding conditions based on different reasons:

(1) Visiting relatives: visiting those who have settled or lived in Hong Kong or Macao for a long time , relatives who are studying or employed; the applicant’s spouse and children under the age of 18 can apply together.

"Relatives" refer to spouses, parents or spouse's parents, children or children's spouses, brothers and sisters, (maternal) grandparents, (maternal) grandchildren; "accompanying applicants" refer to those who are with the main applicant At the same time, apply for a family visit visa with the same validity period and number of times.

(2) Business: Enterprise personnel and individual industrial and commercial operators go to Hong Kong and Macao to engage in business activities, or drive special transportation to and from Guangdong Province and Hong Kong or Macao.

"Enterprise institutions" refer to enterprises and their branches that are registered with the national market supervision department and have independent legal personality; institutions engaged in production and business activities that have gone through tax registration with the national taxation department.

Permanent representative offices of overseas enterprises in the mainland. If applying for multiple business endorsements, the enterprise must register in advance with the local exit and entry administration department of the public security bureau that has the authority to approve the application.

(3) Group travel: Participate in a group tour organized by a travel agency designated by the national cultural and tourism department to travel to Hong Kong or Macau.

(4) Individual travel: Permanent residents with permanent residence in cities that operate individual travel business to Hong Kong and Macao, or non-residents with permanent residence who meet the conditions stipulated by the People's Government of the People's Republic of China and the Exit-Entry Administration Bureau, apply for personal travel to Hong Kong Or travel to Macau.

(5) Stay: Those who have been approved by the relevant departments of Hong Kong to go to Hong Kong for work, study, employment, residence, training, or as dependents to go to Hong Kong; those who have been approved by the relevant departments of Macao to go to Macao for work, Persons who are studying or employed, and relatives of employed persons who have been approved by the relevant departments of Macao to reside in Macao.
