Regulations on the administration of old ships
(1) aged ships refer to:
8- 12 chemical tanker, liquefied gas tanker and natural gas tanker;
10- 15 tanker;
Bulk carriers, timber ships, container ships, ro-ro ships, passenger and cargo ships 15-20 years;
General cargo ship, multi-purpose ship and tugboat for 20-25 years.
(two) the old river boat is:
Chemical tanker, liquefied gas tanker and natural gas tanker 12 to16;
16-20 year oil tanker (including oil barge);
Pushers, tugboats and unmanned barges in 18-22;
Passenger and cargo ships (including tourist ships), cargo ships and motor barges for 20-24 years;
24-28 years manned barge.
(3) Over-age seagoing vessels refer to:
/kloc-chemical tanker, liquefied gas tanker and natural gas tanker over 0/2 ship age;
/kloc-tanker over 0/5 ship age;
Bulk carrier, timber carrier, container ship, ro-ro ship, passenger and cargo ship for more than 20 years;
Ordinary cargo ships, multi-purpose ships and tugboats for more than 25 years.
(4) Over-aged river trade vessels are:
/kloc-chemical tanker, liquefied gas tanker and natural gas tanker over 0/6 ship age;
Oil tankers with a ship age of more than 20 years (including oil barges);
Pushers, tugboats and unmanned barges for more than 22 years;
Passenger ships, cargo ships (including tourist ships), cargo ships and motor barges for more than 24 years;
More than 28 years of manned barges. Article 4 An enterprise shall, according to production needs and technical conditions, make plans for repairing, transforming, scrapping and updating old ships, and manage, use, maintain and repair them correctly. Article 5 Enterprises must scrap ships with poor technical condition, no repair value and unseaworthiness. All scrapped ships are not allowed to be resold. The inspection certificate of a ship approved for scrapping shall be returned to the ship inspection department at the port of registry for cancellation. Chapter II Ship Purchase Article 6 When an enterprise purchases an aged ship, the technical conditions of its hull, main electromechanical equipment and special equipment shall meet the requirements of the ship inspection specifications. Article 7 An enterprise shall not purchase an over-age ship from overseas to participate in the operation. The ship inspection department shall not issue inspection certificates to the over-aged ships purchased from abroad, and the harbour superintendency administration shall not register the over-aged ships purchased from abroad. Article 8 When purchasing an old ship, an enterprise shall send experienced engineers and technicians to conduct on-site inspection, seriously investigate the history of the ship, inspect the technical condition of the ship on the spot, participate in the ship receiving work, and be responsible for the quality of the purchased ship. The ship receiving personnel shall receive the ship in strict accordance with the ship purchase contract and the ship receiving outline, and submit a written ship receiving report to the enterprise within one month after receiving the ship, including the technical status of the ship, the ship receiving situation, existing problems and suggestions. Article 9 An aged ship purchased from abroad shall apply to the ship inspection department for preliminary inspection as required, and provide the following technical documents:
(a) Main drawings of the ship;
(2) All certificates, reports and records held by the ship (including hull thickness measurement records).
Enterprises should re-determine the technical quota and service life according to the technical conditions of the purchased ships. Chapter III Ship Management Article 10 The harbour superintendency administration and ship inspection departments shall strengthen the safety inspection and inspection of old ships. Eleventh enterprises should formulate measures to strengthen the tracking management of old ships. Article 12 An enterprise shall appropriately shorten the preventive maintenance, maintenance and expansion inspection cycle of old ship equipment and the measurement cycle of insulation resistance of various electrical devices, and it is strictly prohibited to avoid maintenance. Priority should be given to the maintenance of spare parts and plugging equipment for old ships. Article 13 An enterprise shall regularly conduct a general survey of the hull and structure of an old ship, and its hull strength must meet the requirements of the specifications.
The scope of hull and structure inspection shall not be less than the requirements of regular inspection (special inspection) of ships in the Rules for Inspection of Operating Ships of the ship inspection department. Article 14 An enterprise shall, according to the technical condition of an old ship, periodically review the navigation area, wind resistance rating, use or cargo quota of the old ship, the service load of the main engine and generator, and the working pressure of boilers and other pressure vessels. Fifteenth enterprises should promptly carry out technical appraisal and economic and technical demonstration of old ships that have reached the service life, and determine whether to scrap or continue to use, or change their use. For ships that continue to be used, the service life shall be re-determined, and according to their technical conditions, it shall be handled in accordance with Article 14. Article 16 Ships shall be properly loaded, and loading and unloading operations shall be carried out uniformly in each cabin to prevent the hull from being seriously deformed. Chapter IV Ship Repair Article 17 Restorative repairs are generally not arranged for old ships, but economic benefits can be arranged after technical and economic argumentation. Article 18 Before repairing an old ship, a comprehensive investigation shall be conducted in accordance with the provisions of the ship inspection department on the inspection of old ships, and key inspection and repair items shall be put forward. Article 19 After an old ship is repaired, it shall apply to the ship inspection department for inspection in accordance with the Rules for Inspection of Operating Ships and the Provisions for Inspection of Old Ships. Chapter V Supplementary Provisions Article 20 The Ministry of Communications shall be responsible for the interpretation of these Provisions.
