How to apply for a travel permit

I. Ordinary Passport and Travel Certificate

If you really have special difficulties or people in urgent need in applying through the APP, please contact the relevant embassy or consulate to go offline through the "green channel". For the specific requirements, handling procedures and required materials of the "Green Passage", please refer to the relevant notices of the relevant embassies and consulates in official website or consult the relevant embassies and consulates.

(1) Download and register the "Consul of China" APP.

The "Consular China" APP can be downloaded from Apple App Store, Tencent App Store, Xiaomi App Store and Huawei App Store, or it can be downloaded by scanning the QR code below. After the download is successful, you can register your account with your email or China Mobile's mobile phone number, fill in your Chinese ID number or ordinary passport number according to the prompts (if you don't have the above documents, you can use someone else's real-name authentication account or contact the embassy or consulate offline) to complete the real-name authentication, and then you can log in normally.

(2) Application processing

1, information filling

(1) Log in to the APP, click on the "passport travel permit" or "emergency travel permit" business module (the "emergency travel permit" business is only applicable to those who have lost their passports and need to return to China for a short period of time to go abroad and travel, and those who live and study in the local area should choose the "passport travel permit" business) and select the embassy or consulate for authentication;

(2) Fill in personal basic information gradually, completely and accurately according to the prompts;

(3) Online signing to confirm relevant statements;

(4) Upload certificate photos (photo specifications), current passport information pages and other accreditation materials as required.

Please note:

If the applicant is under 16, the operation should be assisted by his parents or one of his legal guardians. Please upload the written opinion of one parent or legal guardian agreeing to apply for a passport, the passport and other identity documents of one parent or legal guardian, and materials (such as birth certificate, household registration book, etc.). Prove the legal guardianship relationship according to the notice of the relevant embassy or consulate or the tips in the APP.

Step 2 prove

In order to ensure that the application for relevant documents is operated by myself, APP will recognize the applicant's face. If you really can't pass the certification, you can click "Skip" and go directly to the next step, but then you need to make an online video interview or go to the museum for an interview according to the requirements of the embassy or consulate.

3. Submission of materials

In principle, relevant application materials can be submitted online through APP.

If you choose to submit by mail, you need to mail the printed or handwritten applicant's name and order number, old passport or travel permit to the relevant embassy or consulate after the embassy or consulate has reviewed it. Please follow the application progress in "My Order" or "Message Center" according to the requirements of the embassy or consulate, and mail the materials in time.

Step 4 pay for it

APP supports WeChat online payment (applicable to some libraries), and applicants can choose to mail a check or pay on the library website. If the certificate does not meet the acceptance conditions or the difference needs to be returned, the fee will be refunded through the original payment channel. Once the application for emergency travel permit is submitted, it cannot be withdrawn, and the fees paid online will not be refunded.

Step 5 submit an application

After completing the above steps and successfully submitting the order, the relevant application will be submitted to the embassy or consulate for review. Applicants can track the application progress in "My Order" or "Message Center", and the staff of the embassy and consulate will feed back the review progress through the APP in time, leave a message in the APP, and request supplementary uploading materials as appropriate.

6, face-to-face trial

If the applicant is a minor or the face recognition fails, the embassy or consulate can request a video interview with the applicant through the APP or an interview in the library. Applicants should pay attention to the order status and choose the appointment time in time. The staff of the embassy or consulate will take the initiative to initiate a video interview according to the appointment time. During the video interview, please prepare the original documents related to registration, cooperate with the staff to take screenshots and answer relevant questions.

Step 7 get a certificate

If you choose to go to the library to collect evidence, you can collect it in the library after the embassy or consulate has passed the examination and completed the preparation of the documents, and the application progress in the APP is updated to "new certificate has been processed"; If you choose to take evidence by mail, the embassy or consulate will mail the documents according to the address provided by the applicant online.

The function of the APP is still being improved. If the applicant encounters problems or has relevant suggestions in the use process, he can give feedback through the consultation mailbox of the embassy or consulate or the relevant mailbox of the consular service network.

Second, the official passport

(1) Passport updated for business.

When international employees and domestic permanent residents change their passports on business, the applicant shall contact the domestic dispatched unit by himself, and the domestic dispatched unit shall apply to the original issuing authority for a new passport. The embassy or consulate shall accept the application after receiving the notice from the original issuing authority. The applicant shall submit the following materials to the embassy or consulate:

1. Fill in the Application Form for Passport/Travel Certificate of the People's Republic of China truthfully and completely 1 copy;

2. Three recent (within 6 months) bareheaded color half-length identity photos (glossy paper), with the photo size of 48mmx33mm, head width of 15mm-22mm, height of 28mm-33mm, and no light clothes on a white background. 3. Original passport and photocopy of passport information page; After the new photo is sent, the original photo will be cancelled and returned to the applicant.

(2) reissue a business passport.

International employees and resident officials in China can apply for new passports if their official passports are lost, stolen or damaged. The applicant shall contact the domestic dispatching unit by himself, and the domestic dispatching unit shall apply to the original issuing authority for replacement. The embassy or consulate shall accept the application after receiving the notice from the original issuing authority. The applicant shall submit the following materials to the embassy or consulate:

Please note:

If the passport of a person temporarily going abroad on business is damaged, lost or stolen abroad, the head of the delegation shall issue relevant certificates, and the relevant personnel shall apply to the embassy or consulate for a travel permit to return home.

Three. Certificate of Hong Kong Special Administrative Region

(1) HKSAR passport and permanent identity card

Overseas residents of the Hong Kong Special Administrative Region may apply directly to the Immigration Department of the Hong Kong Special Administrative Region or in person to the embassy or consulate. After accepting the application submitted by the embassy or consulate, the embassy or consulate will submit the relevant materials to the Immigration Department of the Hong Kong Special Administrative Region for examination and approval. After receiving the documents sent back by the Immigration Bureau, the embassy or consulate will call the applicant to collect them in the museum.

(2) Declaration of Entry Status of the Hong Kong Special Administrative Region

Hong Kong residents who have expired, lost or damaged their passports or other travel documents abroad should go to the embassy or consulate in person. After receiving the application, the embassy or consulate will verify the applicant's certificate and identity with the SAR Government. If it is true, a Declaration of Entry Status and an Entry Permit for People's Republic of China (PRC) Special Administrative Region will be issued (attached to the Declaration). The required materials are as follows:

1. Fill in the entry declaration truthfully and completely. Please fill in Chinese names in capital letters, and all foreign names in capital letters.

2. A recent color photo (front, bareheaded, 55 mm×45mm).

3. Original expired or damaged certificate or copy of lost certificate (if any).

4. Original and photocopy of foreign residence certificate (if any).

5. Form ID 1003A (application form for coming to Hong Kong for tourism/transit, used when handling the Entry Permit for People's Republic of China (PRC) and China Special Administrative Region).

6. Description of the situation. Such as the loss of files.

Four. Macao special administrative region certificate

(1) The embassy or consulate does not directly accept or transmit applications for travel documents of the Macao Special Administrative Region.

(2) Applicants for overseas travel documents of the Macao Special Administrative Region may directly obtain the words "Macao Special Administrative Region" from the Macao Identity Certification Bureau.

Fill in the Application Form for Macao Travel Documents and the Notes for Overseas Mailing as required, and send the materials directly to: Macau P.O. Box 1089, Director of Identity Certification Bureau, 20th floor, China Plaza, No.804 Mada Road, Macao.

(3) Losing the travel documents of the Macao Special Administrative Region abroad.

When necessary, they can also apply for help for their family members (including spouses, children who have reached the age of 5 on the date of issuance of ID cards, parents or spouses' parents), and all helpers must be confirmed by face recognition. After the applicant inputs the required data according to the instructions of the system, he will be issued an application number that is valid for 24 hours, and receive a verification code message through his mobile phone in real time. Relevant persons can apply for travel documents from registered China embassies and consulates abroad with valid application numbers and verification codes, and the identity of Macao residents can be confirmed by the embassies and consulates, without any further information provided by the Identity Card Bureau, thus speeding up the issuance of one-time travel documents to domestic helpers returning to Macao.

(7) Macao non-permanent residents who come to Hong Kong with the Permit for Macao Residents to Travel to and from the Hong Kong Special Administrative Region may be allowed to enter Hong Kong as visitors if they meet the general entry conditions and stay for no more than 30 days.
