Can domestic travel agencies accept inbound tourists?

Domestic travel agencies that can receive inbound tourists, travel agencies that operate domestic tourism business and inbound tourism business should deposit a quality guarantee deposit of 200,000 yuan; travel agencies that operate outbound tourism business should increase their quality guarantee deposit by 1.2 million yuan.

According to Article 13 of the "Travel Agency Regulations", a travel agency shall, within 3 working days from the date of obtaining a travel agency business license, open a special quality deposit account in a bank designated by the tourism administrative department of the State Council. Deposit a quality deposit, or submit a bank guarantee with a legally obtained guarantee amount not less than the corresponding quality deposit amount to the tourism administrative department that issued the permit.

Travel agencies that operate domestic tourism business and inbound tourism business should deposit a quality guarantee deposit of 200,000 yuan; travel agencies that operate outbound tourism business should increase their quality guarantee deposit by 1.2 million yuan. The interest on the quality deposit belongs to the travel agency.

Article 7 of the "Travel Agency Regulations" applies to establish a travel agency to operate domestic tourism business and inbound tourism business, and shall apply to the tourism administrative department of the province, autonomous region, or municipality directly under the Central Government where it is located. Or the tourism administrative department at the districted municipal level entrusted by it shall submit an application and submit relevant certification documents that comply with the provisions of Article 6 of these Regulations.

The tourism administrative department that accepts the application shall make a decision on whether to grant permission or not within 20 working days from the date of acceptance of the application. If permission is granted, a travel agency business license will be issued to the applicant, and the applicant will apply for establishment registration with the industrial and commercial administration department with the travel agency business license; if permission is not granted, the applicant will be notified in writing and the reasons will be explained.
