3 Terms and definitions

3.1

4.3 tourism planning should highlight local characteristics, pay attention to regional coordination, emphasize the development of spatial integration, avoid unreasonable repeated construction at close range, strengthen the protection of tourism resources and reduce the waste of tourism resources.

5 Programming of Tourism Planning

5.1 Task Determination Stage

5.1.1 Determination of Compilation Unit by the Entrusting Party

The Entrusting Party shall determine the Compilation Unit of Tourism Planning according to the relevant provisions of the national tourism administrative department on the qualification determination of tourism planning and design units. There are usually public bidding, invitation bidding, direct entrustment and other forms.

open tender: the entrusting party invites unspecified tourism planning and design units to bid by means of tender announcement.

invitation to bid: the entrusting party invites a specific tourism planning and design unit to bid in the form of invitation to bid.

direct entrustment: the entrusting party directly entrusts a specific planning and design unit to prepare the tourism plan.

5.1.2 Make a project plan and sign a tourism planning contract

The entrusting party shall make a project plan and sign a tourism planning contract with the planning unit.

5.2

5.2.1 Study on policies and regulations

Conduct a systematic study on national and local tourism and related policies and regulations, and comprehensively evaluate the social, economic, cultural, environmental and government actions required by the planning.

5.2.2 Tourism resources survey

5.2.4 make a competitive analysis of the tourism development in the planning area, establish the regional comparative advantages in traffic accessibility, infrastructure, scenic spots, service facilities, advertising and other aspects, and comprehensively analyze and evaluate various constraints and opportunities.

5.3 planning stage

5.3.1 determination of the theme of the planning area
