Interim Measures of the National Tourism Administration on Issuing the Tourist Guide Certificate of People's Republic of China (PRC).

Article 1 In order to maintain the reputation of tourism, ensure the service quality of tour guides, and facilitate supervision and inspection, before the Interim Provisions on the Administration of Tour Guides came into effect, the People's Republic of China (PRC) Tourist Guide Certificate (hereinafter referred to as the Tourist Guide Certificate) was issued on a trial basis. Article 2 The tourist guide card is the certificate of the personnel who are allowed to engage in tour guide work by the state, which is uniformly made by the National Tourism Administration and must be carried with the tour guide when working.

There are two kinds of tour guide cards: formal and temporary. Article 3 A person who receives a tourist guide card shall meet the following conditions:

First, they must be citizens of China people, love the motherland, support the socialist system, abide by laws and regulations, abide by tourism professional ethics, and be enthusiastic about serving tourists;

Two, with a high school education or above, and can use more than one foreign language or Chinese dialect as a tour guide;

Three, familiar with the tourism business, with the ability to organize reception independently;

Fourth, be healthy and adapt to the needs of work. Article 4 The scope of issuing tour guide certificates refers to the persons who have been engaged in tour guide work in travel agencies before 19871February 3 1. The process is as follows:

First, the first and second types of travel agencies run by the central departments are issued by the National Tourism Administration;

Two, local first-class and second-class travel agencies, by the provinces, autonomous regions and municipalities directly under the central government tourism bureau is responsible for issuing;

Three, travel agencies temporarily borrow tour guides, must be approved by the personnel department of the borrowing unit, issued a temporary tour guide card.

Four, after January 1st, 1988 to travel agencies engaged in tour guide work, should be in accordance with the provisions of the "Interim Provisions" management of tour guides, for the relevant examination, issued a tour guide card. Article 5 The National Tourism Administration shall supervise and inspect the issuance of tourist guide certificates. Article 6 Any of the following acts shall not be issued:

First, there is a violation of discipline, and the punishment is greater than the punishment, and it is still not corrected after education;

Two, there is a violation of discipline, is being examined by the organization, has not yet made a conclusion and treatment;

Third, the tour guide work is seriously irresponsible and the service quality is poor, which causes strong dissatisfaction among tourists. Seventh "People's Republic of China (PRC) Tour Guide Card" is universal in the country. Article 8 The National Tourism Administration will organize a unified national examination for tour guides in due course. The tour guides of the first and second class travel agencies run by the central department, who pass the examination, shall be stamped with the seal of "passing the examination" on the tour guide card by the National Tourism Administration; If the tour guides of the first-class and second-class travel agencies run locally pass the examination, the tourism bureaus of provinces, autonomous regions and municipalities directly under the Central Government shall affix the seal of "passing the examination" on the tour guide card. If it is not stamped at that time, the tour guide card will automatically become invalid. Article 9 The tourist guide card is only for my own work and may not be lent or transferred. Tenth tour guides should consciously accept the supervision and inspection of the local tourism administrative departments when performing tour guide tasks. Article 11 If a tourist guide card is lost, it must go through the travel agency where the tour guide is located, go through the formalities of replacing it with the original issuing tourism administrative department, and publish a statement of loss and invalidation in the local provincial newspaper and China Tourism News. Twelfth one of the following acts, the travel agency or the tourism administrative department may, according to the seriousness of the case, detain the tour guide card and temporarily stop the tour guide work until the tour guide card is revoked and the tour guide registration is cancelled.

First, the work is irresponsible, and the duties of tour guides are not performed seriously, causing strong dissatisfaction among tourists;

3. Deductions and tips for unauthorized withdrawals;

Four, privately lend or transfer the tour guide card;

Five, unreasonably refused to supervise and inspect the tourism administrative department. Thirteenth three-level travel agency tour guide card issuance measures shall be formulated separately. Article 14 These Measures shall come into force as of the date of promulgation.
