Article 5 When a frontier health and quarantine office discovers a quarantinable infectious disease or a suspected quarantinable infectious disease, it must, in addition to taking necessary measures, immediately notify the local health administrative department, and at the same time report it to the the State Council health administrative department by the fastest method, but no later than 24 hours. Posts and telecommunications departments should give priority to the transmission of epidemic reports. The notification of the epidemic situation of infectious diseases between People's Republic of China (PRC) and foreign countries shall be handled by the health administrative department of the State Council jointly with relevant departments.

Article 6 When a quarantinable infectious disease is prevalent abroad or at home, the State Council may order the relevant frontier to be blocked or take other emergency measures.
