Article 3 Units and individuals engaged in protection management, planning and construction, business services, production and life, sightseeing, research and practice and other activities in the Xibaipo Red Tourism Zone shall abide by these regulations. Article 4 The protection and management of the Xibaipo Red Tourist Area adheres to the principles of protection priority, scientific planning, strict management, and sustainable utilization. Article 5 The Shijiazhuang Municipal People's Government and the Pingshan County People's Government shall strengthen the leadership, overall coordination and coordination of the protection and management of the Xibaipo Red Tourism Area, and incorporate the protection and management of the Xibaipo Red Tourism Area into the national economic and social development plans of the governments at the same level. , and incorporate the required funds into the financial budget at the same level.

The People's Government of Pingshan County and the Xibaipo Memorial Hall should establish a comprehensive affairs coordination mechanism for the Xibaipo Red Tourism Zone to provide service guarantees for maintaining normal order in the core area of ??the Xibaipo Red Tourism Zone.

The Xibaipo Memorial Hall should carry out the planning, design, construction, protection, and management of the core area in accordance with its responsibilities and laws, and carry out publicity and education work on patriotism, clean government, national security, and revolutionary traditions.

The People's Government of Xibaipo Town is responsible for the ecological environment protection, tourism market order and other related work in the Xibaipo Red Tourist Area, and performs comprehensive administrative law enforcement duties in accordance with the law. Article 6 The cultural and tourism authorities of Shijiazhuang City and Pingshan County shall guide, coordinate and supervise the protection and management of Xibaipo Red Tourism Area; natural resources and planning, public security, transportation, housing construction, market supervision and management, ecological environment and forestry and other relevant departments should do a good job in the protection and management of the Xibaipo Red Tourism Area in accordance with their respective responsibilities.
