What are the tourism standards issued by China?
Tourism standardization is in a leading position in China, and the star standard has made an important contribution to promoting the standardization of service industry, which is a precedent.
In the past 20 years, China's tourism standardization construction has made remarkable achievements in improving the service quality of the industry, enhancing the competitiveness of enterprises and expanding market management means.
While formulating individual quality standards, China should strengthen the research on the quality standard system, which is both an opportunity and a challenge for China's tourism standardization.
The goal of China's tourism standardization development plan is to build a complete tourism standardization system through efforts in tourism foundation, tourism quality, tourism qualification, tourism facilities, tourism information, tourism safety and health, and tourism environmental protection.
On the eve of World Standards Day this year, the national standards of "Classification and Evaluation of Star Rating of Tourist Hotels" and "Symbols for Logo Information Graphics Part 1 Part 2: Symbols for Tourist Facilities and Services" won the first "China Standard Innovation Contribution Award" jointly established by AQSIQ and the National Standardization Administration Committee. As the pioneering work of China's tourism standardization, the promulgation of the standard "Classification and Evaluation of Tourist Hotels' Stars" has played a very important demonstration role not only for China's tourism industry, but also for the promotion of national service industry standardization. Nowadays, the concept of "star rating" is a household name and has become a symbol of consumption grade and service quality.
Historical review
Since the mid-20th century, the development of service industry has gradually surpassed the development of traditional industry and agriculture, and has become a major industry in the world. In the early days of reform and opening up, China's tourism industry developed rapidly, but the hotel industry in the tourism industry was far from the international hotel industry because of its long-standing problems, low service quality and overall management level, which once became a bottleneck restricting the development of tourism. Facing the increasingly fierce market competition, in order to improve the service quality and management level and speed up the pace of integration with the international hotel industry, the National Tourism Administration creatively formulated the first national standard of China's tourism service industry-"Classification and Evaluation of Tourist Hotels' Stars", which pioneered the implementation of standardized management in the field of tourism services.
1995 with the approval of the standardization authorities in the State Council, the National Tourism Administration established the National Tourism Standardization Technical Committee (hereinafter referred to as the "Tourism Standardization Committee"), which is responsible for the centralized work of tourism standardization technology, the research work in all aspects of tourism standardization and the organization of standard compilation. The Tourism Standards Committee is entrusted by the competent department of standardization in the State Council (the National Standardization Administration Committee, hereinafter referred to as the "National Standards Committee") and is responsible for leadership and management. Its members are composed of tourism administrators, tourism experts and tourism enterprise professionals.
During the three years from 1995 to 1997, the National Tourism Administration successively formulated four national standards, namely, star classification and evaluation of inland river tourist boats, quality of tour guide service, basic terms of tour service, safety and service quality of amusement parks, graphic symbols of public information of tourist hotels and tour bus service.
During the period of 1998, the State Council's "Sanding" plan entrusted the functions of "drafting facilities and service standards for various scenic spots, resorts, tourist accommodation, travel agencies, tourist vehicles and special tourism projects and organizing their implementation" and "drafting professional qualification standards and grade standards for tourism professionals and guiding their implementation" to the National Tourism Administration. The National Tourism Administration has established the Quality Standards Department, which is fully responsible for the specific work of national tourism standardization and undertakes the work of the secretariat of the National Tourism Standards Committee.

In 2000, the Interim Measures for the Administration of Tourism Standardization and the Table of Tourism Standards System were promulgated and implemented, which established the framework of tourism standards system based on various elements of tourism, established scientific and standardized technical support for the further development of tourism, and played a positive role in comprehensively improving the quality of tourism service and management and realizing the scientific management of tourism.
During the three years from 2000/kloc-0 to 2003, the National Tourism Administration has successively formulated Graphical Symbols for Public Information Part 1: General Symbols, Graphical Symbols for Public Information Part 2: Symbols for Tourism Facilities and Services, Classification and Evaluation of Quality Grades of Tourist Areas (Sites) and Tourism Planning.
In 2003, when the third Tourism Standards Committee was changed, eight expert committees were added, including tourism accommodation, travel agencies, tourism vehicles and boats, tourism catering, tourism commodities, tourism entertainment, tourism product development and tourism information. The implementation of the annual plan declaration system for tourism standard projects is of positive significance to the establishment of the tourism standard project library and the connection with the annual project plan of the National Standardization Administration Committee.
In 2005, the National Tourism Administration drafted and formulated the National Tourism Standardization Development Plan for 2006-20 10, and put forward the guiding ideology, main objectives, tasks and measures for the development of national tourism standardization in the next five years, aiming at promoting the continuous deepening of China's tourism standardization work, further improving service quality and industrial competitiveness, protecting consumers' rights and interests, promoting the accelerated development of China's tourism industry, and providing strong technical support for realizing the grand goal of becoming a tourism power.
During the three years from 2004 to 2006, the National Tourism Administration successively formulated Facilities and Services Standards for Tourist Resorts, National Ecological Zone Standards, Planning, Construction and Management Standards for Ethnic (Folk) Cultural Tourist Spots, Classification and Evaluation of Tourist Apartments (Villa) Stars, Classification and Evaluation of Qualification Grades of Tourist Car Companies, and Classification and Evaluation of Golf Club Stars and Tour Guides. Up to now, 8 tourism standards1have been published (including 7 national standards 1 1), and 33 standards have been formulated or are being applied for, and the number of standards is in a leading position in China's service industry.
