After a road traffic accident occurs, the relevant departments refuse to perform emergency response responsibilities stipulated in this plan, or refuse to cooperate, obstruct, or delay the transmission of early warning information or emergency response actions for major or particularly major traffic accidents, resulting in national interests. If the person or people's life or property suffers heavy losses, the parties involved shall be held accountable in accordance with relevant national laws and regulations; if a crime is constituted, their criminal liability shall be held in accordance with the law.

Units and individuals that have made outstanding contributions in participating in road traffic accident emergency response work will be commended and rewarded in accordance with relevant national regulations. Personnel who have outstanding performance and heroic sacrifice in participating in road traffic accident emergency response work shall enjoy pensions in accordance with relevant national regulations.

For those who become ill, disabled, or die as a result of participating in emergency response work for road traffic accidents, corresponding subsidies and pensions will be provided in accordance with relevant national regulations.
