Chapter I General Provisions Article 1 In order to promote the development of Boao Lecheng International Medical Tourism Pioneer Zone (hereinafter referred to as Pioneer Zone) in Hainan Free Trade Port, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this province. Article 2 In accordance with the relevant requirements for the construction of Hainan Free Trade Port, the pioneer zone shall benchmark the highest international standards, innovate the system and mechanism, and try first in industrial policy, investment attraction, medical innovation, tourism service and cross-border service trade. Promote the development of international medical tourism and high-end medical services with a high level of openness, and build a world-class international medical tourism destination and a medical science and technology innovation platform. Article 3 The provincial people's government shall strengthen the organization and leadership of the construction of the pioneer zone, decide on major issues in the construction of the pioneer zone, and establish an assessment mechanism.

The leading institution of the provincial people's government to promote the construction of the pioneering area is responsible for the guidance, supervision, promotion and coordination of the construction of the pioneering area, and studies the major issues in the construction of the pioneering area.

The relevant departments of the provincial people's government shall, in accordance with the division of responsibilities, be responsible for the specific guidance, coordination and service of the construction of the pioneering area. Article 4 A management institution shall be established in the development zone. The management institution is a legal person institution that performs the corresponding administrative management and public service responsibilities in the pioneer area, and is specifically responsible for comprehensive coordination, development and construction, operation management, industrial development, investment attraction, system innovation, and enterprise service. According to the authorization or entrustment, exercise the corresponding administrative examination and approval power and administrative punishment power.

In accordance with the principle of streamlining and high efficiency, the management institutions in the pioneering area independently decide the organization setting, post setting, personnel employment and wage standards within the scope of total wages, except those employed in accordance with relevant regulations.

Senior managers and other staff members of the management institutions of the entrepreneurial zone may be selected from overseas. Article 5 The management institution of the pioneer zone may establish a development and operation company according to law, entrust the development and operation company to be responsible for the construction and operation of industrial investment, infrastructure and public service facilities in the pioneer zone, and participate in the organization and implementation of park management services. Article 6 The qionghai city Municipal People's Government and its relevant departments shall be responsible for exercising the social management functions of the pioneer area, and the specific scope shall be stipulated by the provincial people's government.

The qionghai city Municipal People's Government and its relevant departments should support the development of the pioneer area in planning, investment attraction, infrastructure construction, system innovation and policy implementation. Article 7 The people's governments of provinces and qionghai city and their relevant departments shall delegate the relevant management authority or entrust the management institutions of the entrepreneurial zone to exercise it according to law.

Should not be delegated or entrusted to exercise management authority, the relevant departments of the province and the people's Government of qionghai city can set up institutions in the entrepreneurial zone in accordance with the provisions.

The relevant departments of the provincial people's government, the management institutions and agencies in the pioneering area shall clarify the management authority of the pioneering area, prepare a list of powers and responsibilities according to law, and announce it to the public after approval. Chapter II Development and Construction Article 8 The administrative organ of the pioneer zone shall be responsible for organizing the preparation of the regulatory detailed planning and industrial development planning of the pioneer zone, and implementing them after approval.

The relevant planning of the surrounding areas of the pioneer area should be connected with the regulatory detailed planning and industrial development planning of the pioneer area. Article 9 The pioneer area shall strictly implement the ecological environment protection system and the red line management system for ecological protection, strictly economize on the use of resources and access to the environment, improve the infrastructure and measures for ecological environment protection, and adhere to green and low-carbon circular development. Article 10 The pioneer area shall strengthen the overall planning and synchronous construction of infrastructure such as road network, power grid, optical network, gas network and water network, as well as supporting services for production and life, so as to promote the integrated development of production and city.

The qionghai city Municipal People's Government and the administrative agencies of the pioneer area shall establish a coordination mechanism for development and construction, coordinate the construction and management of infrastructure, public service facilities and other supporting facilities in the pioneer area and surrounding areas, and promote regional integrated layout and coordinated development. Eleventh provincial people's government should give financial support to the pioneer area through bond funds, special funds and subsidies. Twelfth land use in the pioneer area should meet the needs of the regulatory detailed planning and industrial development in the pioneer area, and implement a strict economical and intensive land use system to improve land use efficiency. Thirteenth provincial people's government shall make overall arrangements for the annual new construction land plan indicators in the pioneer area, and give priority to ensuring the annual new construction land plan indicators in key industries and key projects.

The pioneer area can adopt flexible and diverse land supply methods such as allocation, transfer, lease, investment at a fixed price or shareholding. It is allowed to use rural collective construction land for industrial projects by means of transfer, lease, investment at a fixed price or shareholding. Article 14 Property such as industrial buildings, office buildings, commercial buildings, apartments, parking spaces, etc., which belong to the assets of the management institutions of the entrepreneurial zone, shall be allocated for construction on the land provided with compensation in the entrepreneurial zone for industrial facilities, public service facilities and talent housing in the entrepreneurial zone. Chapter III Industrial Development Article 15 supports the provision of brands, trademarks, patents, technologies, services and management of public hospitals to medical institutions in the pioneer area by franchising, and encourages public hospitals to settle in the pioneer area. Sixteenth to encourage domestic and foreign capital to invest in the establishment of medical institutions in the pioneer area, relax the restrictions on the share ratio of overseas capital. Private medical institutions enjoy the same treatment as public hospitals in medical service access, social insurance designation, professional title evaluation, grade evaluation, scientific research and teaching, and discipline construction.

Support the introduction and cultivation of international advanced health management institutions, medical tourism health care centers, third-party medical testing institutions and other medical institutions in the pioneering area.
