National 5a-level scenic spot evaluation standard

The evaluation criteria of national 5A-level scenic spots are divided into three parts.

Part I: Detailed Rules for Service Quality and Environmental Quality Scoring (* * *1000; 5A is not less than 950 points)

Part II: Detailed rules for landscape quality scoring (* * * 100; 5A is not less than 90 points)

Part III: Detailed rules for evaluating tourists' opinions (* *100; 5A is not less than 90 points)

In view of the rigor of 5A scenic spot evaluation, 5A standard has also formulated some hard indicators to ensure the objectivity of evaluation. If the tour guide holds a certificate, the standard rate of Putonghua is 100%, and the tour guide (commentator) should have a college degree or above, of which the bachelor degree or above is not less than 30%; The air quality of the scenic spot reaches the first-class standard, the noise quality reaches the first-class standard, and the sewage discharge reaches the prescribed standard; Tourist attractions must receive more than 600 thousand domestic and foreign tourists every year (including more than 50 thousand overseas tourists); Scenic spots must meet the standard of "4A" scenic spots and operate for more than one year.

Article 3 of the Measures for the Administration of Quality Grades of Tourist Attractions

All tourist attractions that have been officially opened for more than one year in People's Republic of China (PRC) can apply for quality grades. The quality grade of tourist attractions is divided into five grades, from low to high, namely 1A, 2A, 3A, 4A and 5A.

Article 4 The quality grade management of tourist attractions shall follow the principles of voluntary declaration, grading evaluation, dynamic management, people-oriented and sustainable development.

Article 5 The tourism administrative department of the State Council is responsible for compiling and revising the standards and detailed rules for the quality grades of tourist attractions, and managing and supervising the implementation of the national standards for the quality grades of tourist attractions.

The tourism administrative departments of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the management and supervision of the implementation of the quality grading standards for tourist attractions within their respective administrative areas.

Article 12 The National Tourism Scenic Spot Quality Rating Committee authorizes the Provincial Tourism Scenic Spot Quality Rating Committee to be responsible for the evaluation of scenic spots with a level of 3A or below, and the Provincial Tourism Scenic Spot Rating Committee may authorize the local tourism scenic spot rating Committee with mature conditions.

4A-level tourist attractions are recommended by the Provincial Tourist Attractions Quality Rating Committee and evaluated by the National Tourist Attractions Quality Rating Committee.

5A-level tourist attractions are produced in 4A-level tourist attractions. Scenic spots that have been announced as 4A level for more than three years can declare 5A level scenic spots. The 5A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee, and the national tourist attractions quality rating committee organizes the evaluation.

Article 13 For scenic spots with Grade 3A or below, the local scenic spot assessment agency shall submit the assessment application report, scenic spot quality grade assessment report and creation materials step by step. Creation materials include scenic spot creation report, descriptions and pictures of service quality and environmental quality, descriptions and pictures of scenic spot resource value and market value. Provincial or authorized prefecture-level tourist scenic spot assessment agencies organize the assessment, directly announce the scenic spots that meet the standards, issue certificates and signs, and report them to the National Tourism Scenic Spot Quality Rating Committee for the record.

Fourteenth 4A-level tourist attractions shall be submitted by the local tourist attractions assessment agencies step by step with the application report, the tourist attractions quality rating report and the creation materials, and the provincial tourist attractions assessment agencies shall organize the preliminary evaluation. For the scenic spots that have passed the initial evaluation, the provincial-level scenic spot evaluation agencies shall put forward recommendations to the National Scenic Spot Quality Rating Committee, which shall conduct inspections through thorough investigations and unannounced visits, announce the scenic spots that meet the standards, and issue certificates and signs.

Fifteenth to declare the 5A-level tourist attractions, the local tourist attractions assessment agencies shall submit the application report, the Quality Rating Report of Tourist Attractions and the creation materials (including the electronic version) step by step, and the provincial tourist attractions assessment agencies shall organize the preliminary evaluation. For the scenic spots that have passed the initial evaluation, the provincial scenic spot evaluation agencies shall make recommendations to the National Scenic Spot Quality Rating Committee.
