Chapter 1 General Provisions Article 1 is to strengthen the management of the tourism industry, protect and rationally develop tourism resources, regulate the order of the tourism market, safeguard the legitimate rights and interests of tourists and tourism operators, and promote the city’s tourism industry development, in accordance with relevant national regulations and in light of the actual situation of this city, these measures are formulated. Article 2 Those who develop and utilize tourism resources, conduct tourism activities, and engage in tourism operation and management within the administrative region of this city shall abide by these Measures. Article 3 The term "tourism industry" as mentioned in these Measures refers to the industry that utilizes tourism resources and tourism facilities to provide tourists with comprehensive services such as transportation, sightseeing, catering, accommodation, shopping, and cultural entertainment.

The term "tourism operators" as mentioned in these Measures refers to units and individuals that specialize or mainly engage in tourism business and have obtained legal qualifications to engage in business activities. Article 4 The development of tourism shall adhere to the unity of social benefits, economic benefits and environmental benefits, highlight local characteristics, give full play to the advantages of tourism resources, and create a civilized, orderly, clean and beautiful tourism environment.

The protection and development of tourism resources shall be incorporated into the national economic and social development plans of the municipal, county (city) and district people's governments. Article 5: The municipal tourism management department is responsible for the overall planning, macro-control and comprehensive coordination of the city's tourism industry, and the supervision and management of the tourism industry in accordance with the law.

County (city) and district tourism management departments, under the guidance of the municipal tourism management department, are responsible for the management of tourism within their respective administrative regions.

Relevant departments such as planning, finance and taxation, public security, urban construction, planning, industry and commerce, prices, technical supervision, culture, religion, transportation, environmental protection, ports, etc. shall, in accordance with their respective responsibilities, coordinate and manage the tourism industry . Article 6: Encourage and support the development of tourism education, cultivate tourism professionals, and improve the quality and service skills of tourism practitioners. Article 7: Encourage and support domestic and foreign enterprises, institutions, social groups and individuals to engage in tourism resource development and construction and tourism business activities in accordance with the law. Chapter 2 Development and Management of Tourism Resources Article 8 The development and utilization of tourism resources must be adapted to local conditions, pay attention to characteristics, increase cultural connotation, and conform to Ningbo’s urban master plan and tourism development plan. Article 9: Municipal, county (city) and district tourism management departments are responsible for the census, assessment and planning of tourism resources within their respective administrative regions, and unified coordination of the development, utilization and protection of tourism resources.

When the county (city) and district people's governments examine and approve the tourism development plan of their respective administrative regions, they shall seek the opinions of the municipal tourism management department. Article 10 When developing and constructing (including new construction, expansion, and reconstruction) tourist attractions, the tourism management department shall first make an evaluation opinion on its tourism value and environmental quality, and then go through the construction approval procedures in accordance with relevant regulations.

New construction, expansion, and reconstruction of tourism construction projects in tourist attractions must be carried out in strict accordance with the approved control planning and construction detailed planning. After the project is completed, the tourism management department shall participate in the acceptance inspection.

For newly built, expanded or renovated tourist hotels, golf courses, large-scale amusement facilities, tourist resorts and other key tourism construction projects, the tourism management department shall participate in the review of project proposals and feasibility study reports, And participate in the completion acceptance of the project. Article 11 Any activities that damage tourism resources and change the terrain and landforms of tourist attractions without authorization are prohibited; it is prohibited to build projects in tourist attractions that pollute the environment, damage cultural relics, and damage the landscape and ecology.

In tourist attractions, no unit or individual is allowed to dig mountains, quarry, dig sand, mine, build tombs, cut trees, or hunt without permission from relevant departments. Article 12 Tourism infrastructure, commercial service outlets and safety and health facilities should be constructed in tourist attractions in accordance with plans.

Tourist scenic spot management agencies should formulate tourist scenic spot management systems, strengthen the protection of tourism resources, maintain normal tourism order, and keep tourist facilities intact and clean. Article 13 The municipal tourism management department may rate tourist attractions based on their tourism value, environmental quality, traffic conditions, facilities, management level and service quality, and include them in international and domestic tourist routes for publicity and promotion. .

The grade standards and assessment methods for tourist attractions will be formulated separately by the municipal tourism management department. Chapter 3 Tourism Business Management Article 14 Tourism operators shall operate in accordance with the law, improve service quality, fulfill the service standards specified or agreed with tourists, and protect the personal and property safety of tourists. Article 15: The operational autonomy of tourism operators is protected by law and may not be infringed upon by any unit or individual.

Tourism operators have the right to refuse products forcibly sold by relevant departments, the right to refuse illegally set fees, fines and assessments, and the right to refuse inspections by personnel without legal law enforcement documents. Article 16 Tourism operators must disclose service items and charging standards to ensure service quality, and may not increase tourism charging standards without authorization, and may not force tourists to purchase goods or receive services.

Tour operators are not allowed to attract tourists by paying introduction fees to drivers, tour guides and other personnel. Tour service personnel are prohibited from soliciting tips from tourists or soliciting tips in disguised form. Article 17 Tourism operators shall accept the supervision and management of the tourism management department, accept annual business inspections in accordance with the law, and submit statistical and financial statements to the tourism management department on time.

Tourism operators shall pay tourism development overall funds to the tourism management department in accordance with relevant national and provincial regulations.
