In order to promote the coordinated development strategy of Beijing-Tianjin-Hebei, strengthen the classified regulation of the real estate market, standardize the order of the real estate market, and promote the stable and healthy development of the real estate market in the surrounding areas of Beijing in our province, with the consent of the provincial government, the relevant issues are hereby notified as follows:

First, it is of great significance to attach great importance to promoting the healthy development of the real estate market around Beijing.

The coordinated development of Beijing-Tianjin-Hebei is a major national strategy in the new period, a fundamental guide to solve the contradictions and problems faced by the development of Beijing-Tianjin-Hebei, and a major historical opportunity for our province. The surrounding areas of Beijing in our province are in an important geographical position in the coordinated development of Beijing, Tianjin and Hebei. The development of the real estate industry should be unified planning, unified deployment, unified implementation, steady progress and scientific development. It is of great significance to promote the healthy development of the real estate market around Beijing in our province. First, optimize the urban layout, improve the construction level, and build a satellite city suitable for the development of urban agglomerations; Second, give play to the pulling role of the real estate industry in the coordinated development of Beijing-Tianjin-Hebei and the basic role of improving people's livelihood, promote economic and social development, and ensure reasonable housing demand; The third is to build livable residential quarters with low cost, excellent quality, beautiful environment and good management, improve the absorption capacity of local population in local urbanization, and gradually form an anti-magnetic force against the population of Beijing and Tianjin.

Second, strengthen the role of planning.

Strengthen the protection of ecological environment, according to the requirements of Beijing ecological conservation area, build forests in pieces, reserve ecological space corridors, delimit green isolation spaces, and limit the development of urban dense areas. Comprehensive use of a variety of land supply methods, further improve the means of bidding, auction and hanging, reduce the circulation of residential land, avoid abnormally high prices, and stabilize market expectations.

Give play to the role of social supervision, unblock the channels of complaints and reports, implement an interview system for problematic real estate enterprises in a timely manner, and investigate and deal with malicious speculation, hoarding of housing, and bid up housing prices by real estate enterprises. Standardize intermediary behavior, and severely crack down on real estate brokers' behaviors of publishing false housing information, spreading rumors, spreading rumors and speculating false information to mislead consumers. Strengthen the credit management of real estate enterprises, and timely record and publish illegal acts of real estate enterprises.
