Chapter 1 General Provisions Article 1 In order to strengthen tourism management, protect and rationally develop and utilize tourism resources, regulate tourism market behavior, safeguard the legitimate rights and interests of tourists and tourism operators, and promote the sustainable development of the tourism industry, These regulations are formulated in accordance with relevant national laws and regulations and in conjunction with the actual situation of our city. Article 2 These Regulations shall be observed when developing and utilizing tourism resources, conducting tourism activities, and engaging in tourism operation and management within the administrative area of ??this city. Article 3 The tourism industry shall adhere to the unity of social benefits, environmental benefits and economic benefits, highlight local characteristics, give full play to the advantages of this city's tourism resources, and create a civilized, orderly, clean and beautiful tourism environment. Article 4 The municipal, district, county (city) people's governments shall incorporate the development of tourism into the national economic and social development plan, increase investment in tourism, strengthen the construction of tourism infrastructure, develop tourism products, cultivate tourism markets, and establish Improve tourism management institutions and improve the tourism service system so that tourism will gradually become a pillar industry of the city's national economy. Article 5 The municipal tourism administrative department is responsible for organizing the implementation of these regulations.
District, county (city) tourism administrative departments are responsible for the management of tourism within their respective jurisdictions.
Relevant administrative departments at the municipal, district, and county (city) levels shall, in accordance with their respective responsibilities and authority and the provisions of these Regulations, cooperate with the tourism administrative department in the management of the tourism industry. Chapter 2 Development and Protection of Tourism Resources Article 6 The municipal, district, county (city) people's governments shall take measures to protect and rationally develop and utilize tourism resources. No unit or individual is allowed to destroy tourism resources. Article 7 The municipal, district, and county (city) tourism administrative departments shall, together with relevant departments, prepare a tourism development plan for the region based on the national economic and social development plan of the region, and submit it to the people's government at the same level for approval before implementation.
The management unit of the tourist attraction or its competent department shall prepare the development plan of the tourist attraction according to the local tourism development plan. After obtaining the consent of the tourism administrative department, it shall be submitted to the relevant department for approval and implementation. Article 8 Encourage and support units, individuals and overseas investors to develop and utilize the city’s tourism resources in accordance with the law. Those who have made outstanding achievements in the development and utilization of tourism resources shall be commended and rewarded by the municipal, district, county (city) people's government or the tourism administrative department. Article 9 To build foreign-related tourism hotels (restaurants), develop and construct large and medium-sized tourist attractions, scenic spots, and tourist resorts, the construction approval procedures must be completed with the relevant departments after obtaining the consent of the tourism administrative department. Article 10 Project construction in tourist attractions must comply with the requirements of tourism development planning. The scale of construction is not allowed to exceed the environmental capacity of tourist attractions, and it is not allowed to damage tourism resources or pollute the environment. Article 11 It is prohibited to carry out any activities in tourist attractions that damage tourism resources or change the terrain and landforms of tourist attractions without authorization.
Without approval, no unit or individual is allowed to engage in activities such as mountaineering, quarrying, sand dredging, mining, building bases, logging, and hunting wild animals in tourist areas. Article 12 The tourist attraction management unit shall, in accordance with the requirements of the tourism development plan, construct supporting tourism safety protection facilities and infrastructure in a planned manner and keep the facilities in good condition. Chapter 3 Tourism Business Management Article 13 To engage in tourism business, one must obtain a tourism business license and industrial and commercial business license in accordance with the law. Article 14 Tourism operators shall operate in accordance with the law, be honest and trustworthy, and compete fairly. The legitimate rights and interests of tourism operators are protected by law and shall not be infringed upon by any unit or individual. Article 15: Business contacts between tourism operators (including paid intermediary activities) should sign a tourism contract, clarifying the rights, obligations and liability for breach of contract of both parties. Article 16 Tourism operators shall accept the supervision and management of the tourism administrative department and participate in annual business inspections. Article 17 Tourism operators shall provide professional ethics education to employees and organize them to participate in professional technical training in accordance with regulations. Those who have not passed the training shall not be allowed to work. Article 18 If a tourism operator changes its name, business location, legal representative, or ceases operations, it shall report to the municipal tourism administrative department for record within 30 days from the date of registration change. Article 19 Tourism operators shall publish advertisements in accordance with the law according to their business scope. Article 20 To establish a travel agency, the following conditions must be met:
(1) Have a fixed business place;
(2) Have registered capital that meets the regulations;

(5) Provide services to The tourism administrative department shall pay quality guarantee deposits to travel agencies. Article 21 Anyone who applies to operate a travel agency business shall submit an application to the tourism administrative department, obtain a travel agency business license, and register with the local industrial and commercial administrative department before engaging in tourism business. Article 22 When a travel agency establishes a branch, it must go through the approval procedures in accordance with the prescribed procedures before it can engage in tourism business.
When foreign travel agencies set up branches in this city, they must pay the travel agency quality guarantee deposit to the tourism administrative department and go through the approval procedures in accordance with the prescribed procedures before they can engage in tourism business. Article 23 The travel agency owns the quality assurance metal paid by the travel agency, and its use and management shall be carried out in accordance with national regulations.
The finance and audit departments shall supervise and inspect the use and management of quality guarantee funds of travel agencies.
