Yancheng Tourism Promotion Regulations
City, county (city, district) people's governments should strengthen the organization and leadership of tourism development, establish a comprehensive coordination mechanism for tourism development, make overall plans to solve major problems in tourism development, and promote the coordinated and integrated development of tourism and related industries. Article 5 The tourism authorities of the people's governments of cities and counties (cities, districts) shall be responsible for the guidance, service, coordination, supervision and management of tourism development within their respective administrative areas.
Development and reform, industry and information technology, public security, finance, natural resources, ecological environment, urban and rural construction, transportation, water conservancy, agriculture and rural areas, commerce, health, emergency management, market supervision and management departments shall, according to their respective functions and duties, do a good job in promoting the development of tourism. Sixth Town People's government, street offices should cooperate with relevant departments to promote the development of tourism in this area. Seventh city and county (city, district) people's governments and their relevant departments support tourism operators and tourism professionals to set up tourism industry organizations according to law.

Chapter II Planning Guidance and Industry Guidance Article 9 The people's governments of cities and counties (cities, districts) shall organize the preparation of tourism development plans according to the national economic and social development plans.
Tourism development planning should conform to the tourism development planning at the next higher level, and be connected with the overall land use planning, urban and rural planning, ecological environment protection planning, marine functional zoning and other natural and human resources protection and utilization planning.
Tourism development planning across counties (cities, districts) administrative regions shall be formulated through consultation by the Municipal People's Government or the people's governments of relevant counties (cities, districts). Article 10 When the people's governments of cities and counties (cities, districts) organize the compilation of overall land use planning and urban and rural planning, they should make overall consideration of the needs of tourism development and coordinate the relationship between tourism projects, tourism facilities and service elements and land use, infrastructure and public service facilities.

Eleventh city and county (city, district) people's government may, according to the tourism development plan, organize the preparation of special plans for the development and utilization of tourism resources. Article 12 The compilation of tourism development planning and special planning shall follow the principles of unified planning, overall layout, optimal utilization and step-by-step implementation, highlight the ecological brand of national nature reserves, and reflect the characteristics of natural resources such as forests, oceans and wetlands and human resources such as red culture and sea salt culture. Thirteenth city, county (city, district) people's government is responsible for organizing the implementation of the administrative region of the tourism development plan, and evaluate the implementation, the evaluation results to the public. Article 14 The development of tourism projects shall conform to the tourism development plan, conduct environmental impact assessment according to law, and take effective measures to protect the natural landscape and ecological original appearance.
For tourism projects that need to be examined and approved according to law, the relevant departments shall solicit the opinions of the tourism authorities at the same level when examining and approving them. Fifteenth the use of natural reserves, forests, oceans, wetlands and other natural resources to develop tourism projects, should protect biodiversity and the integrity of the ecosystem, to ensure the sustainable use of resources.
The use of historical, cultural and other human resources to develop tourism projects should maintain its traditional pattern and historical features.
Involving cultural and natural heritage, cultural relics, nature reserves, in accordance with the provisions of relevant laws and regulations. Sixteenth city and county (city, district) people's governments and their relevant departments should strengthen the protection and management of national A-level tourist attractions and star-rated rural tourist attractions. No organization or individual may occupy the land and facilities in the scenic area without authorization, and may not destroy the landscape, pollute the environment and hinder the tour. Article 17 The people's governments of cities and counties (cities, districts) shall formulate and implement industrial policies to promote the sustainable and healthy development of tourism, cultivate and introduce innovative tourism projects and develop global tourism around the goal of connecting with Shanghai and integrating into urban agglomerations in the Yangtze River Delta region.
