Chapter I General Provisions Article 1 In order to strengthen tourism management, protect and rationally develop and utilize tourism resources, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism, these Measures are formulated in accordance with the Regulations on the Administration of Travel Agencies, the Regulations on the Administration of Tour Guides and the Regulations on the Administration of Tourism in Guizhou Province of the State Council, as well as relevant national laws and regulations, combined with the actual situation of this Municipality. Article 2 All who develop and utilize tourism resources, engage in tourism management and services and carry out tourism activities within the administrative area of this Municipality must abide by these Measures. Article 3 The system of unified leadership, territorial management and graded responsibility shall be implemented in this Municipality's tourism industry. The municipal tourism department is responsible for the industry management of the city's tourism industry. District, county (city) tourism management departments, under the leadership of the people's government at the same level, are responsible for the tourism management within their respective administrative areas, and accept the professional guidance, supervision and inspection of the municipal tourism authorities.

The relevant administrative departments of the people's governments at all levels shall, in accordance with the division of responsibilities, cooperate with the tourism management departments to do a good job in tourism management. Article 4 The people's governments of cities, districts and counties (cities) shall incorporate tourism into the national economic and social development plan of their respective regions, establish a tourism coordination system, regularly solve major problems in the development of tourism, and promote the development of tourism. Article 5 Special funds for tourism development shall be included in the annual financial budget and increased year by year, and used for tourism publicity, key tourism projects and discount loans for tourism construction projects.

Conditional areas can arrange special funds for tourism development according to the needs of local tourism development.

Encourage and support units and individuals to invest, raise funds, attract foreign investment, develop and utilize tourism resources and engage in tourism business activities according to law, regardless of regions, industries, affiliation and ownership forms. Chapter II Development, Utilization and Protection of Tourism Resources Article 6 The development and utilization of tourism resources must follow the principles of strict protection, unified planning, rational development, sustainable utilization and supporting construction.

No unit or individual may destroy tourism resources. Seventh city tourism authorities in conjunction with the relevant departments responsible for the city's tourism resources investigation, evaluation and overall planning of tourism development, after the approval of the Municipal People's government, organize the implementation. District, county (city) tourism management department shall, according to the overall planning of the city's tourism development, formulate the tourism development plan of this administrative region, and organize the implementation after being approved by the people's government at the same level.

Tourism development planning should be coordinated with urban master planning, land use planning and other professional planning. Eighth tourist areas (spots), tourist star hotels and other tourism construction projects shall conform to the tourism development planning, overall arrangement, rational layout and coordinated development.

It is forbidden to build and carry out tourism projects that promote feudal superstitions and are harmful to citizens' physical and mental health. Ninth tourist areas (spots) to implement the quality rating system.

Tourist areas (spots). ) quality rating, by the municipal tourism authorities on the basis of China people's * * * and the national standard "tourist areas (spots) quality grading and evaluation", in accordance with the specific evaluation methods of the National Tourism Administration.

The grade marks of tourist areas (spots) are promulgated by the municipal tourism authorities and announced to the public. Chapter III Tourism Management Article 11 Travel agencies are licensed to operate. The bid, approval, operation, supervision and management of travel agencies shall be handled in accordance with the Regulations of the State Council Municipality on the Administration of Travel Agencies.

Those who have not obtained the Travel Agency Business License shall not engage in travel agency business. Twelfth according to the overall planning of tourism development, the number, layout and structure of travel agencies to carry out macro-control and total control.

The right to operate the new travel agency shall be subject to public bidding, fair competition and merit-based approval. Thirteenth travel agencies to implement the quality guarantee system. The travel agency shall pay the quality deposit to the municipal tourism department in accordance with the relevant provisions of the state.

The use, management and compensation of quality deposit shall be implemented in accordance with the relevant provisions of the state. Fourteenth travel agencies should sign travel contracts with tourists and provide services according to the contracts. Fifteenth tourism team reception to implement fixed-point management.

Tourism operators who have the conditions of tourist areas (spots), transportation, catering, accommodation, shops, culture and entertainment, and tourism commodity production can apply for fixed-point operation, and can be identified as designated tourism units and issued with unified designated tourism signs after examination and approval by the municipal tourism administration department before receiving the tourism team.

Designated tourist units shall not transfer or transfer designated tourist qualifications and designated tourist signs in disguised form.

Travel agencies are not allowed to arrange reception for tourist teams in non-designated tourist units. Sixteenth tourist hotels should implement star rating and star review system.

The star rating of tourist hotels shall be assessed by the municipal tourism administrative department according to the national star hotel standards, and shall be approved or recommended to the superior according to the regulations.

The Municipal Tourism Bureau regularly inspects and evaluates star-rated hotels.

Star hotels should provide standardized services to tourists in accordance with star standards.

Non-star hotels are not allowed to use star-related terms and signs for advertising to attract tourists.
