Chapter 1 General Provisions Article 1 In order to promote the development of tourism, protect and rationally develop tourism resources, regulate tourism business operations, and safeguard the legitimate rights and interests of tourists and tourism operators, in accordance with relevant laws and regulations, This regulation is formulated based on the actual situation of this city. Article 2 These Regulations apply to the promotion and development of tourism, the development and protection of tourism resources, tourism operations and tourist activities within the administrative region of this city, as well as related supervision and management. Article 3 Tourism development should reflect the characteristics of Guangzhou, be coordinated with economic and social development, follow the principles of people-oriented, planning guidance, scientific and sustainable development, and achieve the unity of social, environmental and economic benefits. Article 4 The municipal tourism administrative department shall be responsible for tourism management within the administrative region of this municipality and organize the implementation of these Regulations.
The district tourism administrative department is responsible for tourism management within its jurisdiction.
Planning, land, industry and commerce, culture, construction, transportation, port affairs, commerce, gardens, urban management, environmental protection, agriculture, forestry, human resources and social security, water affairs, public security, safety supervision and other related administration Management departments shall coordinate the implementation of these Regulations in accordance with their respective responsibilities.
For matters stipulated in these Regulations to be handled by the tourism administrative department in conjunction with relevant departments, the joint departments shall cooperate. Chapter 2 Tourism Promotion and Development Article 5 The municipal and district people's governments shall incorporate the development of tourism into the national economic and social development plan, develop the tourism industry based on the historical and cultural traditions, folk customs and resource characteristics of the region; establish and improve tourism development Promote mechanisms to coordinate major issues in tourism development and promote the coordinated development of tourism and related industries; cultivate diversified tourism market entities and encourage the participation of multiple economic sectors. Article 6 The municipal and district people's governments shall strengthen the construction of tourism infrastructure, improve the tourism environment, and plan and construct supporting facilities for transportation, environmental protection, sanitation, water supply and power supply, communications, safety and protection of the natural environment and cultural heritage for tourist areas (spots). and other facilities. Article 7 When the municipal transportation administrative department prepares urban public transportation lines and station layout plans, it shall take into account the needs of passenger flow at urban tourist spots and solicit opinions from the tourism administrative department.
In areas with large passenger flow, such as airports, railway stations, bus terminals, docks, commercial pedestrian streets (districts), tourist areas (points), etc., sites and facilities that are convenient for tourists should be set up.
Travel routes of tourist buses should comply with the requirements of tourism planning, and the setting of their stations should follow the principle of convenience for tourists. Article 8 The public security and transportation management department shall take measures to ensure the traffic safety of tourists conducting tourism activities in scenic spots, commercial pedestrian streets, convention and exhibition centers, tourist hotels and other places in busy and congested areas of this city, and provide facilities for large tourist vehicles to stop and for tourists to get on and off. Cars provide the necessary convenience. Article 9: Tourist traffic signs and traffic guidance signs in major tourist areas (points) shall be prepared and installed by the tourism administrative department, and incorporated into the urban road sign construction system for unified planning and installation. Article 10 The municipal cultural administrative department shall set up unified explanatory signs to introduce relevant historical and cultural contents to the blocks and buildings (structures) with profound historical background and cultural connotation within the city. Explain that the setting of signage should meet the needs of tourism. Article 11 The municipal tourism administrative department shall organize the preparation of a special plan for the development of tourism service talents based on the development status and trends of the city's tourism service industry, and organize its implementation after a comprehensive balance by the relevant municipal departments. Article 12 The municipal tourism administrative department shall formulate and organize the implementation of international and domestic tourism image publicity plans based on market demand and the advantages and characteristics of the city's tourism resources; organize and coordinate major tourism publicity and promotion activities. The municipal tourism administrative department may establish domestic and overseas tourism promotion outlets based on the needs of tourism market development.
The district tourism administrative department is responsible for organizing tourism promotion activities in the region. Article 13: The tourism administrative department shall promote the informatization construction of the tourism industry and the development of tourism e-commerce.
The tourism administrative department shall establish public welfare tourism consulting service agencies and fixed self-service interactive tourism information multimedia facilities in areas with large tourist flows. Article 14 The municipal tourism administrative department shall establish a tourism statistical information management system, carry out tourism statistical surveys, analysis and forecasts, and strengthen inter-regional tourism information exchange. Article 15 This city establishes a credit information reporting system for tourism operators. The municipal tourism administrative department shall regularly publish to the public relevant credit information such as administrative penalties and valid complaints received by tourism operators. Article 16 The tourism administrative department shall establish and improve the tourism information release system. The municipal tourism administrative department shall publicly release to the public information on the city's tourism transportation and tourism reception conditions in major tourist areas during major statutory holidays and major tourism activities.
If an accident or danger occurs in a tourist area of ??this city, which may endanger the personal and property safety of tourists, the tourism administrative department shall issue relevant warning information to tourism operators in a timely manner. Municipal and district people's governments should release warning information to the society in accordance with the provisions of the "Emergency Response Law of the People's Republic of China" and other laws and regulations. Article 17 The tourism administrative department shall formulate emergency rescue plans for tourism emergencies and safety incidents, and urge and guide tourism operators to formulate emergency rescue plans for tourism emergencies and safety incidents.
When a tourism emergency or tourism safety accident occurs, the tourism administrative department shall promptly activate the emergency rescue plan for tourism emergencies or tourism safety accidents in accordance with regulations, and report to the people's government at the same level to take measures to organize rescue.
