chapter I general provisions article 1 these regulations are formulated in accordance with the provisions of the tourism law of the people's Republic of China, the tourism regulations of Hebei province and other laws and regulations, in combination with the actual situation of this county, in order to ensure the construction of tourism infrastructure, improve the tourism environment and services, promote the integrated development of industries, and promote the comprehensive, scientific, coordinated and orderly development of tourism in the whole county. Article 2 These Regulations shall apply to the planning, construction, management and service activities such as the construction of tourism infrastructure, the promotion of tourism environment and public services, and the integrated development of tourism industry in this administrative region to promote the development of global tourism. Article 3 The term "global tourism" as mentioned in these Regulations refers to an economic development mode in which natural and human landscapes, cultural, scientific and ecological tourism resources are utilized in the administrative region, and tourism is the dominant industry, so as to realize unified planning and layout, regional resource integration, deep industrial integration, public service promotion and social participation, and promote all-round economic and social development through tourism. Article 4 The development of global tourism should adhere to the principles of overall coordination, integrated development, reform and innovation, and demonstration and guidance, so as to achieve the unity of economic benefits, social benefits and ecological benefits. Article 5 The county people's government shall strengthen the organization and leadership of the global tourism development, establish a comprehensive coordination mechanism, and make overall plans for the public services of tourism, the integrated development of tourism industry, the supervision and management of tourism market and the promotion of tourism image.

the town people's government, parks and streets should cooperate with relevant departments to do a good job in the protection and utilization of global tourism resources, the implementation of tourism planning, the supervision of tourism safety, the maintenance of tourism order, the handling of tourism disputes, the propaganda of civilized tourism and the education of citizens' civilized quality. Sixth county tourism authorities are responsible for the guidance, supervision, management and service of global tourism development. Seventh county tourism associations should play the role of service, guidance and coordination, formulate and implement industry norms, and improve the industry system and professional service functions.

Establish a tourism volunteer service system to guide volunteers to carry out volunteer services such as information consultation, order maintenance, emergency rescue, civilized supervision and guidance.

encourage and support the establishment of tourism industry chambers of commerce according to law, implement the credit rating management of members, and promote the integrity management of tourism operators. Article 8 The county people's government shall reward the units and individuals that have made outstanding contributions to the development of global tourism, and the specific reward measures shall be formulated by the county people's government. Chapter II Planning Promotion and Basic Guarantee Article 9 The county people's government shall incorporate global tourism as an advantageous industry into the national economic and social development plan. Organizing the preparation of a global tourism plan shall include the main contents and promotion measures such as tourism infrastructure and public services, protection and utilization of tourism resources, development of tourism products, promotion of tourism image and promotion of tourism services.

the preparation of the global tourism planning should be linked with the overall planning of Beijing city sub-center, provincial and municipal tourism planning, county land use planning, county urban and rural planning, environmental protection planning and the protection and utilization planning of other human resources such as natural resources and cultural relics.

when compiling or revising the county land use master plan, county urban and rural master plan, traffic network plan, etc., priority should be given to related tourism projects, spatial layout of facilities and land demand for construction.

the construction of electric power, communication, water supply, culture, sports, medical and health care, commerce and other infrastructure and public service facilities should coordinate the needs of global tourism development. Article 1 The formulation and implementation of a global tourism plan shall follow the principles of unified planning, overall layout, optimal utilization and strict protection, reflect the characteristics of national history, culture and natural resources in this county, and optimize the spatial layout of tourism. Eleventh county tourism authorities shall, in accordance with legal procedures, timely evaluate the implementation of the global tourism planning, and if it is necessary to modify it, it shall report to the original approval authority for approval. Article 12 The county people's government shall arrange special funds for the fiscal budget, and strengthen capital investment and support for the global tourism infrastructure construction, public cultural facilities construction, public tourism services and tourism image promotion.

the departments in charge of county development and reform, county housing and urban-rural construction, county agriculture and rural areas, county natural resources and planning, county culture, radio, film and television, tourism and other departments shall arrange special funds, and give priority to supporting the fund demand of projects related to global tourism development according to law. Thirteenth County People's Government shall incorporate the land for major tourism projects into the overall land use planning and annual plan of the county. Encourage the use of state-owned vacant land and buildings, rural collective construction land, houses, etc. in accordance with the law to develop tourism projects by means of shareholding, cooperation and leasing. Fourteenth new construction, renovation and expansion of tourism projects and tourism facilities shall conform to the global tourism planning, urban and rural construction planning and national laws and regulations. Chapter III Improvement of Tourism Environment and Services Article 15 The county tourism authorities shall carry out the general survey, classification, evaluation and registration of tourism resources in their respective administrative areas, establish data files of tourism resources, formulate protection and utilization plans of tourism resources, strengthen supervision and inspection of tourism resources protection, and promote rational protection and sustainable utilization of resources. Article 16 The county people's government shall, in combination with the national, provincial and municipal standards for the construction of ecological civilization environment, promote the standardization construction of transportation, gardens, sanitation, municipal administration and canal tourism, and improve the quality and overall level of tourism environment. Article 17 The county people's government shall, according to the functional requirements of building the living and service base of Beijing city sub-center, increase the supply of public spaces such as tourist complexes, urban green areas, parks, waterfront parks and leisure squares, and expand the urban leisure tourism space.
