Can civil servants travel abroad?

According to the "Interim Provisions on Strengthening the Management of State Staff Going Abroad for Private Purposes", it can be known that:

1, Article 2 stipulates: State staff going abroad (territory) for personal reasons shall go through the examination and approval procedures according to the authority of personnel management of the organization.

2. Article 3 stipulates that when the following national staff apply to the exit-entry administration department of the public security organ where their household registration is located to go abroad on business (including applying for replacement, renewal or extension of certificates), they must submit the opinions of the applicant for personal reasons issued by their work units, otherwise the exit-entry administration department of the public security organ will not accept it. National staff include: cadres at or above the county level who are working in party and government organs at all levels, people's congresses, CPPCC, people's courts, people's procuratorates, people's organizations and institutions, and cadres at or above the provincial level who have left (retired). Legal representatives of financial institutions and state-owned enterprises, leading members of financial institutions at or above the county level and leading cadres at corresponding ranks, managers at or above the middle level of large and medium-sized state-owned enterprises, and representatives of state-owned shares of state-owned holding and shareholding enterprises. Personnel of various departments and units involved in national security, state-owned assets security and commercial secrets (including those who have left their original posts but have not yet reached the time limit for decryption).
