Twentieth travel agencies shall pay the quality deposit to the municipal tourism administration department in accordance with the relevant provisions of the state. All quality guarantee funds are paid by travel agencies, and their use and management are implemented in accordance with state regulations. The revenue and expenditure and management of the deposit shall be subject to the supervision of the financial and auditing departments. Twenty-first tour guides must pass the tour guide qualification examination organized by the state and obtain the tour guide certificate issued by the tourism administrative department before they can engage in tour guide business. Tour guides engaged in tour guide work must hold relevant certificates, wear tour guide cards and provide services in accordance with the prescribed duties and standards.
Travel agencies shall not use or employ persons without tour guide certificates to engage in tour guide work.
