CCTV News (Focus Interview): 11 The long holiday is coming to an end. Many friends who have traveled may be on their way home, and many of them have already returned home. How do you feel when you look back on your vacation? Someone must be having a particularly good time, and it is not ruled out that someone may encounter unpleasant things. During this holiday, our reporters conducted unannounced visits to some scenic spots and discovered many regrettable phenomena.

On September 30, the reporter came to Beiyue Hengshan in Shanxi, which is a famous Taoist holy land. In the dormitory scenic area, a young man had just finished burning incense when he was led to the incense stand next to him by an old man in Taoist uniform, handed over a talisman, and then said: "Bring some blessings. What do you mean? Money, 30 yuan.”

Some ways of asking for money are more subtle. At the Chongling Gate of Hengzong Hall, a man who looked like a Taoist priest wrote a few words on the hand of a female tourist, said a few auspicious words, and then turned to the topic: "With two funds, I can express my feelings." The female tourist finally took out 50 yuan. The reporter observed that these people wearing Taoist priest clothes would chat with tourists whenever they had the opportunity. After chatting for three to five minutes, tourists would usually come up with some money, ranging from tens to hundreds of yuan. The "Taoist priest" seemed very interested when he saw the reporter, so he offered to show it to the reporter. He took out some paper lots and asked the reporter to pick out three. Then he opened the paper lots and told the reporter that all the lots drawn were red, which meant good luck. Unable to react, he immediately took out a stack of paper and began to draw amulets for reporters. He wrote a few auspicious words on the yellow paper and added an incomprehensible symbol. After drawing this so-called amulet, the main play came on. The Hengshan "Taoist" said: "You fill in the hexagram gold. It's up to you."

Looking carefully, there are already ten records in this merit book. Numbers were written on the next page. The largest amount was 8,800 yuan for hexagram gold, 4,800 yuan for amulets, and 9,900 yuan for merit. The total amount was as high as 23,500 yuan.

In the end, the reporter took out 200 yuan. So, are these self-proclaimed Taoist priests who read fortunes and tell fortunes regular clergy? The reporter wanted to see their Taoist certificates, but a "Taoist" said: "No, you can't see it. It is not shown to outsiders except for monks." The man who drew the so-called amulet for the reporter and carried a merit book with him only took out I got a business card and said I didn’t have a Taoist certificate.

The person in charge of a Taoist temple in Tianfengling revealed to reporters that most of these fortune tellers are actually local villagers. The reporter came to the Tianfengling Scenic Area Office of the Hengshan Management Committee to verify. The person in charge of the office said that these so-called Taoist priests are responsible for fire prevention work in Taoist temples and temples, and are not Taoist priests at all. The staff said: "It is not something we can control. To be honest, we also hate it very much. It is not a problem that can't be controlled, but a problem of whether to control it or not."

Leaving Tianfengling Scenic Area , the reporter once again met the "Taoist priest" who drew the amulet for the reporter in Hunyuan County at the foot of Hengshan Mountain. At this time, he had taken off his Taoist uniform and was busy going to buy groceries. He called himself Bai Chun and said that he was a villager near Hengshan Mountain. There were at least 20 to 30 people like him in the Tianfengling Scenic Area. They relied on the mountains and built an industry. The management department was actually aware of these situations. Ming: "The management committee does not allow us to throw money at us. We are not allowed to ask for money. Let nature take its course. We will give you what we give you."

Villers who live near natural and cultural scenic spots can guard the gold pots and silver bowls. It is really lucky to have a mountain to rely on. But this way of eating cannot be illegal. Like in the movie, it would be too stupid to eat the signboard, destroy the job, fish in the lake, and kill the chicken to get the eggs. Moreover, the natural and cultural landscape belongs not only to the local villagers, but also to everyone and the world. It is absolutely unacceptable to waste it in this way. But when something was wrong, the staff of the management committee told us that "someone would not let us take care of it." Who doesn't want to control it? Why not let it go? Who should take care of such people and things? In fact, similar problems exist in more than one scenic spot.

On October 2, the reporter came to Yanji City, Jilin Province, found Yanbian Zhongqiao Travel Agency, and signed up for a one-day individual tour of Changbai Mountain. The itinerary included Changbai Mountain Tianchi, waterfalls, and hot springs. There are no purchase terms in the contract.

When signing the contract, the reporter found three notices posted on the office wall. The notices mentioned rebates many times and clarified the distribution ratio of rebates to tour guides, drivers and travel agencies. The notices also emphasized that shopping Reward policy for tour guides after reaching a certain amount. my country's "Tourism Law" stipulates that travel agencies are not allowed to obtain kickbacks and other illicit benefits by arranging shopping or paying for additional travel projects. So, what are these notices and regulations? After the reporter raised the question, the person in charge of Zhongqiao Travel Agency became impatient: "This is the price we give to the (scenic spot), and it has nothing to do with you."

Does it really not matter? ? With questions in mind, on October 3, the reporter boarded the tour bus at Yanji Railway Station and started a one-day tour of Changbai Mountain.

At 10 o'clock in the morning, the bus approached the foot of Changbai Mountain, but strangely, the bus did not take tourists to the foot of Changbai Mountain. Instead, it turned a corner and drove onto another road. One-day tour guide Li Zhiqiang said that the first stop was not Changbai Mountain, but the Pumice Stone Forest in the canyon: "Our one-day tour itinerary is always like this. I didn't change it for everyone. We are individual travelers who join a group."

It turns out that this is a self-funded attraction, and the visit fee is not included in the tour price. The tour guide strongly recommended it, and the bus was definitely going to this scenic spot. There were 45 people in the group, and half of the tourists bought tickets to participate in this project. The ticket price per person was 120 yuan, which was collected on the spot on the bus. At this time, the reporter remembered that this attraction was specifically mentioned in the notice on the wall of Zhongqiao Travel Agency, but the price was 45 yuan per person. The bus arrived at the Canyon Pumice Forest Scenic Area, and the tourists who bought tickets entered the scenic area to visit. The tourists who did not participate, including reporters, had nowhere to go. The tourist lounge door was locked, and tourists were not allowed to enter the consultation area. The driver did not know where he was at this time, and the bus I couldn't go up, so I had to stand and wait outside in temperatures around zero. After 1 hour, the visit to this scenic spot ended. At 12 noon, the bus drove into the Changbai Mountain Scenic Area. In 5 hours, the tourists hurriedly visited the three scenic spots of Tianchi, waterfalls and hot springs. At 5 o'clock in the afternoon, the bus started to return. At this time, a new project appeared again. The tour guide told everyone that they were going to Hongqi Village, the first Korean village.

This is another self-funded project that is not included in the contract, and reporters signed up to participate. The bus arrived at Hongqi Village, Antu County, and the fare was 100 yuan per person. The reporter did not see the shopping store during the visit. Soon, everyone was taken to a resident's home, and the answer to the mystery was revealed.

A villager named Qu Hongyu claimed to be an authentic Korean. He was born in Hongqi Village and has lived here for decades. His family makes a living by planting ginseng. Then, she took out two boxes of ginseng without any packaging. According to her, these are all ten-year-old forest ginseng produced by her family. They are very precious. They are sold by the root and the price is much cheaper than in the market. The reporter bought 16 sticks at a price of 40 yuan each. The reporter then contacted the staff of the Yanbian Prefecture Ginseng Industry Office, who told the reporter that these are ordinary ginseng that can be seen everywhere in the market. Not only are they less than ten years old, but their prices are at least twice as expensive as those on the market. Even the "forest ginseng" "The concepts are all made up.

So who is Qu Hongyu who sells ginseng? The reporter returned to Hongqi Village again. The villagers said that the houses visited by tourists do belong to ordinary villagers, but the people who receive tourists and sell their own specialties are actually salespersons hired by tourist shopping stores. Not only are they not villagers of Hongqi Village, they are not even Koreans. The routines are all trained in advance. The internal regulations that reporters saw at the Yanbian Zhongqiao Travel Agency office are actually the travel agency’s unique rules of the game. Take a closer look: The canyon pumice forest sign, that is, the direct settlement between the travel agency and the scenic spot is 45 yuan per person, and the tourists are charged 120 yuan; the direct settlement in Hongqi Village is 30 yuan per person, and the tourists are charged 100 yuan. The middle price difference is all rebates, and the tour guide driver Travel agencies are equally divided in a one-third ratio. For designated shopping locations such as Hongqi Village, if the total amount of shopping exceeds 1,000 or 5,000, the rebate will be 10% and 15% respectively. For individual travel groups, shopping rebates have always been an open secret. Driven by profit, tour guides and sellers must try their best to sell goods by any means.

By November this year, it will be one year since the "Tourism Law" was officially implemented. However, it is obvious that in some places, many provisions of the Tourism Law have not yet been implemented, and infringement of tourists' interests still occurs from time to time, and our tourism market is still expanding. According to data provided by the National Tourism Administration, from the 1st to the 5th, the 124 directly reported scenic spots under monitoring nationwide received a total of 25.6786 million tourists. With so many tourists, even if only a small percentage encounters fraud, it is not a small number. More importantly, it will cause significant damage to the entire tourism industry. Therefore, tourism management departments and practitioners should have a stronger sense of urgency and responsibility to implement the tourism law as soon as possible and protect the interests of tourists.
