The overall planning of Shahe is divided into six major areas, including: 4.34 square kilometers of town center, 50.55 square kilometers of Lingang industrial zone, agricultural science and technology park 18 square kilometers, organic food production base 20. 1 square kilometers, special fruit production base 10.08 square kilometers, and tourist and leisure resort1square kilometers. Dalian Jinzhou National Agricultural Science and Technology Park is a national-level park approved by the Ministry of Science and Technology. The planned total area is 18 square kilometer, and the first phase investment is 2.2 billion yuan, including agricultural products processing and logistics area, efficient planting area, livestock and poultry breeding area, research and development service area and agricultural sightseeing area. Since its opening in 2002, the park has implemented more than 60 infrastructure projects with an investment of more than 73 million yuan. It has settled in more than 30 projects such as flowers, vegetables, fruits, animal husbandry, forestry and agricultural products processing, with a cumulative investment of 250 million yuan. The development orientation of the park is to build a "treasure land" of agricultural science and technology and a gathering place for leading enterprises in agricultural product processing. Adhere to the policy of "government guidance, enterprise operation, relying on science and technology, and making farmers rich", vigorously introduce new agricultural varieties, new technologies and new facilities, establish an industrial management system of agricultural scientific research, demonstration, promotion, agricultural product processing, warehousing and logistics, and trade, and drive the surrounding areas to become stronger and bigger with local characteristics, and finally become the leader and model for Dalian to realize agricultural modernization.

On September 12, 2005, Liaoning Provincial People's Government (Liao Zheng [2005] No.245) approved the cancellation of Shahe in Jinzhou District and the establishment of Dengshahe Street.
