Whose rule is it to collect the deposit? The travel agency also did so at the request of foreign embassies in China. The staff of a travel agency in Beijing said that the deposit they collected should be kept by the embassy. According to the information the reporter learned from the French and Japanese embassies in China, they have never received any outbound travel guarantee from any travel agency.

The relevant person in charge of the Beijing Tourism Bureau said that collecting the deposit is a spontaneous behavior of the tourism industry, and there are no corresponding laws and regulations for Japanese tourism at present. Generally speaking, travel agencies have special accounts to manage this huge amount of money, rather than handing it over to embassies or consulates for safekeeping.

According to the calculation, it usually takes one month from the collection of the deposit to the refund.
