Article 1. In order to protect and rationally develop and utilize tourism resources, protect the legitimate rights and interests of tourists and tourism operators, regulate the tourism market order, and promote the continued health of the tourism industry in the Oroqen Autonomous Banner (hereinafter referred to as the Autonomous Banner) Development, in accordance with the "Tourism Law of the People's Republic of China", "Inner Mongolia Autonomous Region Tourism Regulations", "Oroqen Autonomous Banner Autonomy Regulations" and relevant laws and regulations, and in combination with the actual situation of the autonomous banner, these regulations are formulated. Article 2 Those who develop tourism resources, engage in tourism operations, implement tourism supervision, management and services, and conduct tourism activities within the administrative areas of autonomous banners must abide by the relevant national and autonomous region tourism laws and regulations and these regulations. Article 3 The autonomous banner develops tourism, adheres to the principles of unified planning, rational development, effective protection, ecological priority, scientific management and sustainable utilization, gives full play to the advantages of the autonomous banner’s tourism resources, promotes Chinese culture and Oroqen national culture, and achieves ecological benefits, Economic benefits and social benefits are the best. Article 4 The People's Government of the Autonomous Banner shall strengthen its leadership over tourism work, incorporate tourism into the national economic and social development plan, increase funding investment, and support the development of tourism. Article 5 The cultural and tourism administrative department of the Autonomous Banner People’s Government is responsible for the supervision and management of tourism in the Autonomous Banner. The relevant administrative departments of the Autonomous Banner People's Government shall do a good job in tourism supervision and management within the scope of their respective responsibilities.
The township people's governments assist in the development of tourism. Article 6 The cultural and tourism administrative department of the Autonomous Banner People's Government shall, in conjunction with relevant departments, prepare a tourism development plan for the Autonomous Banner and submit it to the Autonomous Banner People's Government for approval before organizing its implementation. Support towns and villages to utilize ethnic characteristics, natural landscapes, ecological agriculture and other characteristic tourism resources to develop rural tourism. Article 9 The People's Government of the Autonomous Banner shall strengthen the promotion of tourism, use unified image promotion slogans, image promotion ambassadors, and tourism logos to promote tourism products, disseminate tourism information, and increase the visibility of the Autonomous Banner's tourism industry and tourism products.

Article 11 The People's Government of the Autonomous Banner shall establish a coordination mechanism for tourism work to study important matters related to tourism development, coordinate and resolve the development and utilization of tourism resources by superior enterprises stationed in the Autonomous Banner and across regions and industries, and promote the coordinated development of tourism and other industries. .
Higher-level agencies, departments, enterprises and institutions should support the development of autonomous banner tourism. Article 12 The People's Government of the Autonomous Banner shall establish special funds for tourism development and include them in the annual fiscal budget. It will be mainly used for tourism publicity and promotion, tourism planning, tourism infrastructure construction, etc., and will be gradually increased according to the needs of tourism development. Article 13 The People's Government of the Autonomous Banner formulates preferential policies to encourage domestic and foreign units and individuals to invest in the development of tourism resources in the Autonomous Banner, set up tourism enterprises, build tourism facilities, and operate tourism projects, focusing on supporting the development and operation of enterprises with Oroqen culture, Xianbei history and local Special tourism projects. Article 14 During the Spring Festival, Oroqen Bonfire Festival, National Tourism Day, World Tourism Day, A-level scenic spots invested and constructed by the government within the autonomous banner are open to the public free of charge.
Residents of the Autonomous Banner, citizens of the Oroqen Nationality, active military personnel, relatives of martyrs, disabled military personnel, disabled people, senior citizens over 60 years old, and members of the Photographers Association, Calligraphers and Painters Association, and Writers Association at or above the provincial level holding valid certificates Admission to A-level scenic spots invested and constructed by the government within the territory of the Autonomous Banner is free of charge.

Article 16 The culture and tourism administrative department of the Autonomous Banner People's Government, together with relevant departments, is responsible for guiding, supervising and inspecting the safety management of tourism operators; organizing and implementing safety publicity and education for tourism operators and training for practitioners; Coordinate and participate in handling travel safety incidents.
Article 17 Tourism operators shall establish a safety management responsibility system in accordance with relevant national safety regulations, formulate emergency rescue plans and safety rescue mechanisms for tourism safety accidents, establish safety management agencies, staff specialized personnel, and configure necessary tourism safety facilities and equipment to ensure Tourists’ personal and property safety.
