On the basis of finding out the facts and distinguishing the responsibilities, the Tourism Quality Supervision Office will mediate the cases that can be mediated within 30 days to urge both parties to reach an agreement. After the quality supervision office makes a decision, it will issue a "Decision on Compensation for Quality Margin of Travel Agency" to both parties. If a party refuses to accept the decision, he may appeal to the tourism quality supervision office at the next higher level within 15 days after receiving the notice, or bring a lawsuit to the people's court.
