Hangzhou West Lake Scenic Area Protection and Management Regulations

Chapter 1 General Provisions Article 1 Hangzhou West Lake Scenic Area is a national key scenic area. In order to strengthen the protection and management of the West Lake Scenic Area in Hangzhou, preserve historical and cultural heritage, enrich the people's spiritual life, and develop tourism, these regulations are formulated in accordance with relevant national regulations and the requirements of the Hangzhou City Master Plan approved by the State Council. Article 2 The scope of the West Lake Scenic Area

From Songmuchang Baochu Road to Children's Palace Square in the east, through Hubin Road and Nanshan Road to the west of Wansongling Road;

From Drum Tower and Wushan in the south , pass through Fengshan Gate, follow Fenghuang Mountain Road to Baita Mountain, turn to the north bank of Qiantang River to the north of Liufangling;

In the west, there are Liufangling, Baizijian, Zhuganshan, Jiuquling and Shirenling. Passing through Longmen Mountain, Meiren Peak, Beifeng Mountain, Lingfeng Mountain to the east of the ridgeline such as Laohe Mountain;

North from the south side of the current range of Zhejiang University at the foot of Laohe Mountain, passing through Yugu Road and Zhejiang University Road , connect Shuguang Road to the south of Songmuchang Baochu Road. Article 3 The scope of the peripheral protection zone of the West Lake Scenic Area

Starts from Erbao in the east and passes through the Qiantang Riverside area (including the Zhakou area) on the southeast side of Hanghu Road and Qiutao Road; Nanxing Bridge and Zhongshan South Road pass through Qinghe Fang, connects Hefang Street and turns to Yan'an South Road (planning line), Yan'an Road, turns to Qingchun Road, Wulin Road, Jiaochang Road to the area west of Huancheng West Road;

North from Tianmushan Road , the area south of Xixi Road to Liuliu Town;

the area east of Liuzhuan Road from Liuliu to Zhuantang in the west;

south to the Qiantang River (including Coral Sand) . Article 4 The natural features, cultural relics, garden buildings, public facilities, etc. in the West Lake Scenic Area must be strictly protected.

The style, form, volume, height, and color tone of the buildings in the West Lake Scenic Area must be coordinated with the natural landscape and cultural landscape of the scenic area. The design and layout of the buildings in the peripheral protection zone must be consistent with the requirements of the scenic tourist city and must not hinder the view of the West Lake Scenic Area. Article 5 The layout of agricultural production, the construction of community and team enterprises, and rural housing within the West Lake Scenic Area shall be subject to the planning of the West Lake Scenic Area. Article 6 All agencies, military units, groups, schools, enterprises and institutions as well as residents’ committees and village committees within the West Lake Scenic Area and its peripheral protection zones have the responsibility to protect the West Lake Scenic Area and its peripheral protection zones, and must consciously abide by these Regulations . Chapter 2 West Lake and Famous Springs Article 7 The water bodies of West Lake and springs, ponds, streams and ravines such as Longjing, Yuquan, Hupao and Jiuxi Shibajian must be kept clean to prevent pollution. It is prohibited to discharge sewage, pollutants, and dump garbage, feces, waste soil and other waste into the waters of scenic areas. Bathing, swimming and washing dirt are not allowed in the West Lake. Motorized boats that pollute water quality must be renovated within a time limit and phased out. Article 8: Protect the water sources of the West Lake, springs and streams. Deep wells are not allowed in the West Lake Scenic Area. It is prohibited to dig wells to draw water from spring sources. All water wells, underground projects and surface facilities that affect or block the source of springs must be closed and the design and construction must be stopped. Article 9: Protect fish, shrimp, birds, lotus and other aquatic animals and plants in the waters of the West Lake Scenic Area, and prohibit unauthorized fishing and picking. When cultivating aquatic animals and plants, we must pay attention to scientific management to prevent water quality pollution. Article 10 Within the West Lake Scenic Area and its peripheral protection zones, the emissions of sewage, smoke and harmful gases from all units shall not exceed the emission standards prescribed by the environmental protection department, and black smoke or thick smoke shall not be emitted. Article 11 All culverts, sluices, bridges, embankments, culverts, docks, railings and other facilities in the West Lake waters must be protected, and no unit or individual may dismantle, operate or damage them without authorization. . Article 12 All kinds of boats and various water activities operating in the West Lake must be subject to the unified management of the Hangzhou City Garden and Public Security Department. Unlicensed vessels are prohibited from operating. Chapter 3 Cultural Relics and Monuments Article 13 Ancient buildings, ancient tombs, ancient sites, grottoes, stone carvings, sculptures, murals, stele pavilions and other cultural relics and monuments with historical, artistic and scientific value in the West Lake Scenic Area, as well as revolutionary historical sites and historical sites Various structures with commemorative significance should be erected with monuments and protection signs and properly protected. Among them, the cultural relics that have been included in key protection units at all levels must be protected within a defined scope. No extraneous buildings may be built within the protected area. Article 14 No unit or individual may occupy, demolish or reconstruct the cultural relics and revolutionary historical sites in the West Lake Scenic Area. When a cultural relic protection unit needs to be restored, repaired or relocated, it must abide by the principle of restoring to its original state or maintaining the status quo, and it can only be carried out with the approval of the cultural relics management department. Article 15: All units and individuals must abide by the regulations on protecting cultural relics and revolutionary historical sites. It is strictly prohibited to graffiti, deface, steal or destroy cultural relics and revolutionary historical sites. Article 16: Gardening, cultural relics, and religious departments are all responsible for the protection of cultural relics and historic sites in the West Lake Scenic Area, and they should divide management according to their business scope and cooperate with each other. Chapter 4 Parks and Scenic Spots Article 17 No unit or individual may encroach upon or destroy the parks, scenic spots, and garden buildings in the West Lake Scenic Area. Article 18 Visitors and other persons entering parks and scenic spots must abide by park management rules, maintain public order, abide by social ethics, pay attention to public hygiene, care for public facilities, and keep them clean and tidy.
