In June 1938, the Kuomintang government caused a dyke break at Huayuankou of the Yellow River, causing the Yellow River to flood southward. In the early days of liberation in 1954, the Bali River was not renovated and utilized, and it had not experienced floods for a century. Ying and Huo counties became Zeguo, and the Yinghuai and Yinghuai rivers met. The Bali River, Daijia Lake, Qiujia Lake, and Jiangjia Lake Six major lakes, including Chengxi Lake, Chengxi Lake and Tangduo Lake, merge into an ocean.

From the winter of 1954 to the spring of 1955, the government arranged for disaster victims to move northward for production and self-rescue. In the autumn of 1955, the Huaihe River blocking and Bali River diversion projects began. In 1958, a fishery was established in the Bali River. There was no stocking or management of the large lake, and only fish fry were produced. During the three-year difficult period, people on both sides of the Taiwan Strait went to the river to touch clams, fish for water chestnuts, fish for shrimps, and cut weeds to satisfy their hunger. The Bali River helped people on both sides of the Strait overcome the difficulties.

In 1972, the Yingshang County Party Committee and County Government gathered all the fishermen in the county who had been wandering all year round to settle in the Bali River, and established a fishery commune to manage the Bali River.

In 1976, four large dams, Shengtianwei, Chongtianwei, Youhuwei and Daoxiangwei, were developed successively, and Xuqiao and Mazhuanqiao were rebuilt to connect Bangang, Guantun and Yingcheng. .

In 1978, fish fry stocking and lake surface management began on the Bali River.
