Article 2 These regulations shall apply to tourism planning, tourism resource development, tourism operations, tourist activities and tourism supervision and management within the autonomous prefecture. Article 3: The tourism industry in autonomous prefectures adheres to the guidelines of government guidance, social participation, market operation, and industry self-discipline, implements the principle of combining tourism resource protection and development, and promotes the sustainable and coordinated development of tourism and economy and society. Article 4 The people's governments of autonomous prefectures and counties (cities) shall incorporate tourism development into national economic and social development plans, increase capital investment, promote regional tourism economic cooperation, and establish and improve working mechanisms for tourism management coordination and joint law enforcement. Article 5 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the management, supervision and service of the tourism industry within their respective administrative regions. Chapter 2 Tourism Promotion and Development Article 9 The people's governments of autonomous prefectures and counties (cities) shall set up special funds for tourism development in their annual fiscal budgets, which are mainly used for tourism planning preparation, project construction subsidies, publicity and promotion, and commendations and awards. Article 15: Tourist attractions are exempt from admission fees for active military personnel, disabled persons, the elderly and full-time students and honorary residents of the autonomous prefecture who hold valid certificates. Chapter 3 Tourism Business Regulations Article 16 The autonomous prefecture implements the annual inspection system of the "Dali Bai Autonomous Prefecture Tourism Employees Service Certificate" (hereinafter referred to as the "Tourism Service Certificate") and the "Tourism Service Certificate".

The tourism administrative department shall regularly hold training courses for tourism practitioners, and tourism practitioners shall be issued "Tourism Service Certificates" after passing the examination. Those who have not obtained the "Tourism Service Certificate" and have not undergone annual inspection or failed to pass the inspection are not allowed to engage in tourism service work in the autonomous prefecture. Article 17 When engaging in tour guide activities, tour guides must wear a "Tour Guide Certificate" and "Tourism Service Certificate", wear local ethnic minority costumes, behave in a civilized manner, and use standard language to guide tourists to travel in a civilized manner. Article 18 The tourism administrative departments of autonomous prefectures and counties (cities) shall organize travel agencies or tour guide service agencies within their respective administrative regions to arrange tour guides holding "Tourism Service Certificates" for tour groups.

Tourist groups visiting tourist attractions in autonomous prefectures should be guided by tour guides holding a "Tourism Service Certificate".

Article 19 Tourism operators or tourism practitioners shall not engage in the following behaviors during tourism service activities:

(1) Entanglement and deception of tourists to purchase goods and services, and solicit additional fees from tourists;< /p>

(2) Providing tourists with false travel information and services inconsistent with quality and price, lowering service standards;

(3) Forcing tourist groups to stay or terminating services without reason, and increasing or decreasing services without authorization Tourism projects and changes to agreed reception contracts;

(4) Unfair competition by selling tourism products at prices lower than cost;

(5) Using vehicles that have not obtained tourist passenger transport qualifications ( boats) or tourist equipment and facilities with potential safety hazards;

(6) Setting up stalls in non-designated areas within scenic spots.
