Can Hangzhou Cultural Tourism Card be used for college students?

I can't. According to official website of Hangzhou Culture and Tourism Bureau, the conditions for applying for Hangzhou Cultural Tourism Card are: people with Hangzhou household registration, people who pay social security in Hangzhou, and people who apply for Hangzhou residence permit. So students can't use Hangzhou Cultural Tourism Card. Hangzhou, referred to as "Hangzhou" for short, is the capital of Zhejiang Province, a sub-provincial city and the core city of Hangzhou metropolitan area.
