Regulations of Chaoyang Municipality on the Administration of Outdoor Advertisements and Signboards

chapter I general provisions article 1 these regulations are formulated in accordance with the provisions of the advertising law of the people's Republic of China, the regulations on the administration of city appearance and environmental sanitation and other laws and regulations, combined with the actual situation of this municipality, in order to strengthen the management of outdoor advertisements and signboards, safeguard the city appearance and environment, and ensure the safety of the public. Article 2 These Regulations shall apply to the installation, supervision and management of outdoor advertisements and signboards in other areas that are subject to urbanization management as determined by the municipal people's government. Article 3 "Outdoor advertising" as mentioned in these Regulations includes the following situations:

(1) Using outdoor venues, buildings, municipal facilities and other carriers to set up advertising facilities such as display boards, neon lights, luminous fonts, electronic display screens, electronic turnover devices, light boxes, advertising columns, publicity columns and physical models;

(2) Drawing, posting, hanging, projecting or displaying advertisements by using buildings (structures), car bodies, floating objects on water, lift-off devices, inflatable objects, pavilions, fences (barriers) and models on the construction site;

(3) Other circumstances of setting up outdoor advertisements.

the signboard setting mentioned in these regulations refers to the behavior of natural persons, legal persons or other organizations to set up signs, plaques and other facilities to indicate their names, logos, shop names and trade names in their office or business premises.

if the signboard is accompanied by commodity promotion and service promotion, or signs and plaques set outside the office or business premises, the relevant provisions on the management of outdoor advertising settings shall apply. Article 4 The installation of outdoor advertisements and signboards shall conform to the standards of city appearance, be in harmony with the style of buildings and the surrounding environment, and meet the safety requirements. Fifth city management comprehensive administrative law enforcement department is responsible for the daily supervision and management of outdoor advertising and signboard setting in this city.

the departments of market supervision, housing and urban-rural construction, urban-rural planning, public security, cultural tourism, emergency management, transportation and other departments shall do a good job in the supervision and management of outdoor advertisements and signboards within their respective responsibilities.

the town (township) people's government and sub-district offices shall assist in the supervision and management of outdoor advertisements and signboards within their respective jurisdictions. Article 6 The municipal comprehensive administrative law enforcement department of urban management shall establish an information management platform for outdoor advertisements and signboards through government portals and other channels, so as to facilitate the setters, interested parties and the public to inquire about the requirements for outdoor advertisements and signboards. Chapter II Planning and Standardization Article 7 The municipal comprehensive administrative law enforcement department of urban management shall, jointly with the municipal competent department of urban and rural planning, prepare a special plan for outdoor advertising, which shall be implemented after being approved by the Municipal People's Government.

the setting of outdoor advertising should conform to the special planning of outdoor advertising. Eighth outdoor advertising special planning should be in accordance with the functional requirements of different regions of the city, the delineation of outdoor advertising prohibited areas, strict control areas, display areas. No outdoor advertising facilities shall be set up in the forbidden area, and the number, location, form and specifications of outdoor advertisements shall be strictly controlled in the strictly controlled area, and various outdoor advertisements may be set up in the exhibition area.

when preparing a special plan for outdoor advertising, a certain proportion of public service advertising space facilities should be planned. Ninth city management comprehensive administrative law enforcement departments according to the special planning of outdoor advertising, organizing the preparation of outdoor advertising technical specifications, approved by the Municipal People's government to the public.

setting up outdoor advertisements should meet the requirements of technical specifications for setting up outdoor advertisements. Article 1 Outdoor advertisements shall not be set up under any of the following circumstances:

(1) Using traffic safety facilities or traffic signs;

(2) affecting the use of municipal public facilities, traffic safety facilities, traffic signs, fire-fighting facilities and fire safety signs;

(3) obstructing the normal life of residents and damaging the appearance of the city or the image of buildings;

(4) using street trees or damaging green space;

(5) set up in the construction control zones of state organs, cultural relics protection units, scenic spots, schools, kindergartens, etc.

(6) being set up in an area where outdoor advertising is prohibited by the Municipal People's Government;

(7) other settings in violation of laws and regulations. Eleventh city management comprehensive administrative law enforcement departments shall, jointly with the competent department of urban and rural planning, formulate technical specifications for signboard setting, and announce them to the public after being approved by the Municipal People's government.

signboards shall meet the requirements of technical specifications for signboards. Article 12 The following provisions shall be observed in setting up signboards:

(1) One shop, one plaque and one product on the first floor;

(2) the name is consistent with the business license and registered trademark;

(3) coordinate with the building style and surrounding environment, and take into account the day and night landscape;

(4) it is not allowed to be installed on the roof of a building (structure);

(5) The lighting, ventilation and fire safety of buildings (structures) shall not be affected;

(6) Other requirements stipulated by laws and regulations. Article 13 It is forbidden to scribble or depict advertisements on the external walls of buildings, bridges, pavements, poles and other municipal public facilities, as well as trees and corridors.

it is not allowed to use the inside and outside of buildings (structures), such as glass curtain walls, doors and windows facing the street, to set up outdoor advertisements in the form of hanging and posting. Fourteenth the use of vehicle bodies to set up outdoor advertisements shall comply with the relevant provisions of laws, regulations, rules and national technical specifications for setting up.
